Research On River Administrator System From The Perspective Of Cooperative Governance

With the rapid development of economy,the rapid increase of population and the expansion of cities,the pollution and destruction of water ecological environment by human social activities are becoming more and more serious.In order to deal with the pollution and destruction of water ecological environment,the Chinese government has popularized river administrator system throughout the country.The river administrator system identifies the party and government leaders as the primary responsible persons for water ecological environment management,realizes the effective nesting of individual accountability mechanism and hierarchical structure,and makes the incentive and management controllable,in a short period of time has achieved obvious results.However,the river administrator system is essentially a top-down power adjustment and attention distribution process according to the characteristics of governance objects,which inevitably faces such problems as performance-oriented,human-oriented and flexible orientation.It is not conducive to the long-term implementation of this administrative mode.Considering that the starting point and core of the river administrator system is to solve the problem of cooperation between government departments by clarifying the responsibilities of the party and government leaders in water ecological environment management,and to concentrate the forces from inside and outside the system on water ecological environment management,the author studies the river administrator system from the perspective of collaborative management.This paper sorts out the history and characteristics of the river administrator system in China,and takes the dongying section of the Yellow River as a case study to analyze various problems and forming factors in the collaborative governance of river administrator system.Based on the experience of collaborative governance of domestic river basin governance,this paper puts forward some Suggestions for improving the collaborative governance of.According to the investigation on the implementation of the river administrator system in the dongying section of the Yellow River,it is found that the problems that have been criticized by people at present mainly include:first,the system design has defects.The content of the planning scheme is vague,the assessment and accountability system is formalized,and the collaborative system is superficial.Second,the organizational structure is not scientific.Power and responsibility are too concentrated on the river administrator,and the river administrator's office does not play its due role;Third,the operating foundation is weak.Lack of professional talent reserve,imperfect technical means,lack of long-term governance foundation;Fourth,the ideological consciousness is not in place.River river administrator understanding is too one-sided,social propaganda is not in place.The reason for these problems is that the collaborative governance mechanism of the river administrator system is not sound enough,which affects the effective cooperation of all participants.First,the law construction is lagging behind.Second,the social environment is not conducive to multi-governance.The government occupies an absolute dominant position in the management of public affairs.The third is the interest game within the system.Whether the government weighs the proportion of economic development and water ecological environment in the performance evaluation,or the government departments consider the practice cost and performance benefit,it is easy to lead to the false responsibility and prevarication.Fourth,social forces are weak,and the public,social organizations,enterprises and other subjects have low capacity and willingness to participate.Based on the analysis of the underlying causes affecting the cooperative governance of river administrator system and the experience of the cooperative governance of river basins at home and abroad,the author believes that it is the key to solve the current problems of river administrator system to build a more perfect cooperative mechanism and to allow and encourage all parties to participate in it on an equal footing.Starting from five aspects of legal system,administration,foundation,market and society,this paper explores ways to improve the cooperation mechanism of river administrator system.We will work to bring proven experience into the legal system,step up law enforcement on violations of water pollution laws and regulations,and promote the environmental public interest litigation system.Second,improve the efficiency of government administration.Expand the scope of information sharing,improve the assessment system,optimize the allocation of financial resources;Third,tamp the river system operation foundation.To provide sufficient talent support and technical support;Fourth,introduce market mechanism.Establish the trading system of pollutant discharge rights and the evaluation system of enterprises' environmental credit rating,and purchase ecological services from the society;Fifth,we should encourage enterprises,social organizations,the public and other entities outside the system to participate in the collaborative governance of the river administrator system.
