The Belt and Road Initiative is a national top-level strategy in China.Adhering to the traditional glory of Silk Road,it has become an important link for interconnected countries along the new era,and has received more and more enthusiastic responses and active participation from countries.Connectivity,facilities come first.Railway as the main carrier for connecting countries and the major artery of economic and trade exchanges between countries,occupies a pivotal position in the field of politics or whether the economic and trade fields.Railway facilities connectivity has become a priority area for the construction of The Belt and Road Initiative.By railway facilities connectivity,combined with the policy communication,it will help to achieve financing and promote trade flowing,ultimately reaching the people connected,and is of great significance for the implementation of The Belt and Road Initiative.This article aims to evaluate the influence and effect in improving the level of interconnection and interoperability among countries and enhancing economic and trade exchanges and other aspects,and put forward thinking of current policies and suggestions by studying the policy of railway facilities connectivity under The Belt and Road Initiative.Based on the policy science and related theories,the paper constructs a policy analysis framework for the policy of railway facilities connectivity under The Belt and Road Initiative.It follows the policy processes of policy formulation,policy implementation,and policy evaluation,and analyzes the policy of railway facilities connectivity under The Belt and Road Initiative and China Railway Express(Xiamen)from the macro level and micro level.On the basis of sufficient theoretical analysis,the author conducted field research on the port scenes along several key trains,and held discussions with relevant units and enterprises.Paper selected China Railway Express(Xiamen)as a case,sought to describe the real environment in which the policy operates and tried to carry out the policy evaluation.Through theoretical analysis and field research,this article holds that the policy of railway facilities connectivity under The Belt and Road Initiative has achieved remarkable results,and has played an important role in deepening the countries along the interconnection degree and increased the development level of economic and trade exchanges.At the same time,there are also many shortages,such as the insufficiency of the China Railway Express return supply,market-oriented operations have not yet been fully realized,the multimodal transport mechanism needs to be constructed,the various facilities are not perfect,the target formulation is lack of practical feasibility and so on.This article analyzes them one by one,and puts forward corresponding policy optimization suggestions in combination with the actual situation. |
