Research On Organization And Operation Of Xinjiang’s Assemble Center Of China Railway Express Under Belt And Road Initiative

The China Railway express(CR express)is organized by China railway corporation and runs according to fixed train number,route,schedule and full operation time.It runs container and other international rail inter modal trains between China and Europe and countries along the "One Belt And One Road".With further progress of "One Belt,One Road" initiative,great progress have been made in the development of China Railway Express in recent years,the CR express construction and development plan has been achieved two years in advance.XinJiang,as the core area of the silk road economic belt,the regional government has vigorously promoted the construction of "five centers" and proposed to build XinJiang assemble center for CR express into a logistics hub opening to the west.It is important to study how can XinJiang get a "free ride" on the development of CR express.Based on this,this paper focus on XinJiang assembly center of CR express.There are 6 parts in total.In part one,referring to relevant articles and existing researches,clarifing the current development status and research status of CR express and XinJiang international freight trains,so as to select the organization and operation of XinJiang assembly center of CR express freight trains for research.In part two,demonstrate the operation mode and development status of CR express from a macro perspective.Select several key cities in China for comparative analysis on operation route,set pattern,growth rate,line service,cargo structure and so on,indicating that the CR express railway line has entered a critical period of survival of the fittest.In part three,firstly,analyze the development process of XinJiang westbound international freight train,and discuss the development history of XinJiang assembly center of CR express.Secondly,focus on the analysis of the development status of XinJiang assembly center of CR express,including the construction situation,operation lines,operation quantity and product structure.Finally,the paper focuses on analysis of two organization and operation modes of XinJiang assembly center of CR express.The business links of each mode are described in detail through flow chart,the similarities and differences of each link are compared one by one,and summarize the operation sequence and cut-off point of export goods under two modes.In part four,through analytic hierarchy process(ahp)and cluster analysis,select 7 cities of XinJiang to establish an evaluation system of logistics nodes.It was proved there was a big difference between Urumqi and other 6 cities,and it was reasonable to treat XinJiang assembly center of CR express as a logistics park for logistics nodes construction.In part five,analysis was carried on strengths,weaknesses,opportunities and threats.Although Xinjiang assemble center of CR express has strengths of an excellent background,diverse exit choices,various exit choices,scale effect,it also has weaknesses of fierce homogenization competition,supply competition,container lacking,"empty" serious,a la shankou congestion,Although Xinjiang assemble center of CR express has many opportunities,such as XinJiang is the core of the silk road economic belt,Xinjiang autonomous region vigorously promotes the construction of trade and logistics center,it still faces many threats,such as backward export-oriented economy,low dependence on foreign trade,poor infrastructure and high logistics cost of central Asian countries,slowing down trade growth with central Asian countries.In part six,according to above problems,put forward five suggestions,including balance the quantity passing through the exit ports,expand the categories of goods,extend diversified value-added services,strengthen infrastructure construction,optimize logistics operation,enhance cooperation with inland cities,and build a central Asia gathering service center for CR express,rely on "One Belt One Road" initiative to enhance the level of connectivity.
