High-tech ships are now at the high end of the marine industrial value chain,especially under the trend of China's national scientific research system reform,it is particularly important to strengthen the government's progress in the control of high-tech ship research projects.In this study,we first consulted a large number of relevant materials,learning methods used by domestic and foreign scholars in the control of progress and lessons learned,formed a review of the literature in this paper,and then introduced the relevant concepts and theories applied in the study of the paper.On the basis of a brief overview of the organization system of high-tech ships scientific research projects,from the perspective of the government,the status quo of the progress control of high-tech ships scientific research projects is analyzed.Based on a brief overview of the organization system of high-tech ships scientific research projects,we found that the government's supervision and control over the progress of high-tech ship research projects is not enough.This paper considers that the previous analysis lacked the research from the perspective of the government,and therefore outlined the problems in the progress management under the government's perspective,and specifically analyzed the influencing factors of progress control under the perspective of the government,including the government's emphasis,progress supervision,fund supervision,and the national environmental reform of the scientific research system.This paper proposes a progress control plan for high-tech ship research projects by determining the milestone nodes that the government needs to review,using the project support review method(PSR)to review the milestones at the height of the government,the project conducted a comprehensive analysis of project progress through project support review activities that combine the Gantt chart comparison method,the earned value analysis method,and the S-curve comparison method.The Gantt chart comparison method is used in the government's general understanding of the overall progress of scientific research projects.Based on the traditional earned value theory,the improved earned value method is used in the government's analysis of the progress of specific sub-project projects and the use of funds.The S-curve comparison method is used to analyze the progress of the scientific research project and the use of funds in the entire life cycle according to the results of the second-level earned value method.Finally,using the progress control plan based on the milestone plan to conduct an empirical analysis of the LSE project,in the application of the progress control plan of this paper,how does the government guarantee the progress control of the high-tech ship scientific research project by improving the progress supervision method,increasing the supervision of funds,and increasing the national scientific system reform measures.In this paper,through the empirical research on the LSE project schedule control of C Research Institute,it proves that the project schedule control plan of this article can provide the means and basis for the government to control the progress of the project and promote the completion of the overall progress of the high-tech ship research project.The plan can guide the development of follow-up high-tech ship scientific research projects,and it can also provide reference for similar special government research progress control.
