| With the continuous deepening of "The Belt and Road",many domestic construction enterprises have also gone abroad and ushered in the broad international market.In 2020,the output value of construction and related industries is expected to exceed 12.7 trillion us dollars.At the same time,China has built a large number of landmark projects of high construction difficulty and high quality in such fields as high-difficulty,large-volume and heteromorphic super high-rise buildings and high-speed railways.However,the construction industry is still large and not strong,the project organization is relatively backward,the regulatory mechanism is not perfect and other factors restrict the overall competitiveness of the construction industry to improve.In order to promote the sustainable and healthy development of the construction industry and improve the construction organization model,China has taken the lead in implementing the general contracting model in the field of government-invested projects and prefabricated buildings.As a system,the general contracting project has the advantages of simple contract relationship,easy organization and coordination,easy control of project duration and investment,etc.,which are more and more obvious.At the same time,with the application of milestone payment mode of general contracting project,more and more extensive.At this stage,however,China’s construction market situation trust environment and according to the image progress(not)do not match,complicated degree and the depth of information project and control level of the unequal makes engineering general contracting project milestone payment mode advantage is difficult to fully tap,greatly reduces the project efficiency,payment of the price hinder the smooth progress of projects.On the basis of the above,from the perspective of the employer,this paper studies the payment control of the milestone payment mode of the general contracting project as follows:First,based on the analytic hierarchy process,the number of milestone nodes is set.Firstly,the influencing factors of the milestones are identified.The weights of the influencing factors are determined by the analytic hierarchy process.The distribution of each factor is based on the weight of each factor,and then passed the expert.The scoring method sums up the factors,and finally,based on the owner’s supervision of the project payment,the number of project milestones is reasonably set.Second,the division of the project milestone payment nodes based on the WBS decomposition method.Firstly,the structural project is decomposed in combination with the principle of milestone payment node division.Secondly,the paper analyzes the process of dividing the payment nodes of milestones,and summarizes the six-step and two-test models of the milestone payment nodes.Finally,based on the above six-step and two-test models,the housing construction projects are used as examples to analyze the output design and construction part of the milestone payment node division.The table also lists the milestones of the twelve categories of projects in the building and municipal infrastructure projects.Thirdly,based on the determination of the proportion of milestone payment based on the equilibrium principle,for the design part,the proportion of the payment points of the design part of the milestone node is determined by analyzing the proportion of the workload at each stage and combining the comprehensive adjustment factors determined by other influencing factors.For the procurement part,through the preparation of the material equipment simulation list,calculate the estimated budget of each procurement package,and then determine the node payment proportion of the procurement part.For the construction part,the “prototype” approximation model is used to explore the preparation path of the simulated engineering quantity.Through similar projects,the similar indicators of some projects are compared with the continuous replacement of different parts to improve the similarity approximation process,and the feasibility study or scheme design bidding project is realized.Determination of high similarity projects and calculation of engineering quantities of proposed projects.Through the analysis of the traditional engineering quantity list,the conversion of the traditional inventory to the engineering quantity list of the milestone activity is realized,and finally the preliminary design post-bidding project milestone node payment schedule is formed.In summary,this article is based on the developer perspective,using the methods of literature review,analytic hierarchy process(ahp),text analysis,through the milestone of a project subject to tender payment key point and setting,the implementation of early in the process of payment of the price control of the party awarding the contract,milestone payments for domestic application engineering general contracting project of the party awarding contract to provide the solid foundation and practical guidance. |
