“National medium and long-term science and technology development plan outline(2006-2020)” put forward to strengthen the construction of science and technology basic conditions platform,emphasis on investment in science and technology and the construction of basic sci-tech condition platform is the material basis for the scientific and technological innovation,is also a important prerequisite and fundamental guarantee for the sustainable development of science and technology,the clear assessment of the situation in our country,in order to promote the country's capacity for independent innovation and core competitiveness,increasing investment in science and technology,strengthen the construction of basic sci-tech condition platform.The national science and technology innovation plan of the 13 th five-year plan stresses the need to connect the development of science and technology innovation base with the national strategic needs.The highway laboratory project is in the period of high construction.Highway laboratory construction project schedule management methods before main CPM/PERT,using traditional methods only consider the logical relationship between the process,not consider resources factor,not abate the safety time,lack of dynamic management function,the actual effect is not ideal,universal existence beyond the phenomenon.After referring to the research literature of engineering progress at home and abroad,this paper puts forward the progress control of applying the key chain method(CCPM)to the construction of highway laboratory engineering project.High in 1997,Dr Della formally put forward the critical chain method,the method on the basis of considering the project activities before and after the constraints and resource constraints between project activities,give attention to two or morethings to safe time through buffer for centralized management,so that the safety time more clear and explicit,facilitate efficient utilization,at the same time,to implement the dynamic management of reciprocating closed well,improve the adaptability of the plan.This article first through in-depth analysis of highway laboratory construction project progress management present situation,seize the characteristics of the difference in the general engineering construction projects,the difficulties and problems,by determining estimated time limit for a project,to identify the key chain,set the buffer and buffer management method to build the highway laboratory based on critical chain project schedule management model.Using fuzzy comprehensive evaluation method,to determine the evaluation factors and evaluation level,structure judgment matrix,determine the weights,fuzzy synthesis,judge,constructs the comprehensive evaluation model of highway laboratory project schedule management.Finally,by the ministry of transport highway research institute of highway bridge safety detection and strengthening laboratory expansion project schedule management as a case,to verify the CCPM project schedule control in highway laboratory has played a good effect.This article through studies suggest that the critical chain method can effectively eliminate the unknown factor influence on highway laboratory project schedule control,optimizing the project time limit for a project,ensure project finish play a significant role,has a certain application value.
