Expressway is an important transportation infrastructure that can effectively promote the rapid development of local economy and comprehensively promote the realization of social modernization.The National Expressway Network Planning(2013-2030)of the State Information Office puts forward a detailed plan : by 2035,expressways The total scale is about and the static total investment is about 100 million yuan.The huge scale of investment has made highway construction benefits have long been a focus of widespread concern from all walks of life.However,many problems such as lagging progress,cost overruns,unclear rights and responsibilities of participants,and unbalanced coordination of resource allocation have always existed in my country’s highway project management.Progress,quality,and cost are the three core goals of highway engineering projects.In the actual construction process,highway engineering projects have complex characteristics such as large investment,long cycle,high technology,and many participants.Traditional project management methods have three The method of independent management of large goals is difficult to achieve better management results.Therefore,the integration of goals to improve the management efficiency of the three goals has become a focal issue.This paper is based on the engineering project management theory,integration theory,chain-rod theory and existing research results of domestic and foreign project management,using literature review method,system analysis method,mathematical modeling method and case analysis method,combined with highway engineering project Manage the actual situation,comprehensively analyze the problems and deficiencies in the traditional project management methods,and deeply analyze the three core goals of highway engineering projects and their mutual management and main influencing factors.Based on the above analysis and conclusions,innovatively proposed to build an integrated management model for the balance target of a highway project based on the concept of a chain rod,and conduct a pairwise comparative analysis of the three goals of the highway engineering project through the two-step method and related influencing factors.,Based on the comparison results of the weights of the three major goals and the number of comprehensive capabilities,effectively determine whether the resource allocation between the goals is in a balanced state,and effectively coordinate and adjust the relevant resource allocation for the project’s target comprehensive capabilities that are in an unbalanced state.Until the final balance is achieved,the three goals of the highway engineering project and the overall project goals are fully guaranteed to achieve the expected standards.At the same time,this paper selects a highway jl4 bid section engineering project in Leshan City of Sichuan Province as a specific case,analyzes the practical application effect of the integrated management model of link rod balance target of expressway engineering project constructed in this paper,so as to comprehensively verify the scientific effectiveness and reasonable applicability of the model,and respectively improve the project planning level and comprehensively strengthen the project This paper puts forward specific strategies and suggestions for the integrated management construction of an expressway project from the three aspects of the project management by objectives and the promotion of integrated information management.
