As a pillar industry of the national economy,the construction industry has developed rapidly in recent years.With the increase in investment in the construction industry,the management and control of costs has attracted more and more attention in the industry.In the past,the cost management of construction projects usually only considered the construction cost of construction phase,but did not consider the operation and maintenance cost after the project was completed and used.Therefore,the control effect of cost is not obvious.The whole life cycle cost mainly studies the cost of the project from conception to dismantling and scrapping the whole life cycle.It strives to achieve the balance between construction cost and operation and maintenance cost.This is conducive to the cost management and control of engineering projects.And in the research of project decision making,it is an accurate and effective decision method to choose the best plan according to the cost.This thesis first analyzes and summarizes the research status and theoretical practice about the life cycle cost theory,project cost management and project decision making at home and abroad.Then the basic theories of decision making,project investment and life cycle cost management are carding out.Then,according to the composition of the life cycle cost of the construction project and the estimation method of the corresponding phase cost,the basic estimation model of the life cycle cost is set up.Combined with the influence of fuzzy factors in practical operation of project cost analysis,two different decision environments are summarized.This thesis further proposes a corresponding decision making model in decision-making environment.Model 1 is a decision making model of cost under subjective fuzzy environment.This model takes into account the fuzziness of decision makers' subjective thinking when choosing alternatives.The model is based on the value analysis of engineering projects and extends the analysis of cost coefficient to the whole life cycle.It then establishes a functional index system to calculate functional coefficients.Finally,it takes the value coefficient of the scheme as the criterion of decision making,and uses the TOPSIS method to verify the conclusion of value analysis,making the conclusion of decision more reliable and effective.Model 2 is a decision model of cost plan under objective fuzzy environment.The model takes into account the fuzziness of reference materials in the cost analysis of engineering projects.Based on the fuzzy membership function,the model is fuzzed and the DSW algorithm is used to trace points,so as to find the changing trend of dependent variables.It is fitted by the MATLAB curve to get the fuzzy membership function of the whole life cycle cost of the project.Finally,the area compensation value of the function image is used as the criterion for the decision of the project.Finally,this thesis systematically analyzes the relevance and difference of the decision models established under two different decision environments.It provides suggestions for model selection from two aspects of typical cases and expansion scenarios.This has a positive reference value for the whole life cycle cost management and decision making of construction projects.
