Scientific and reasonable engineering cost management is an important guarantee to realize the construction goal of universities and improve the investment benefit.LCCM(Life Cycle Cost Management)is based on the Cost Management of each Cycle of construction project,including the Cost Management in the decision-making stage,design stage,bidding and construction stage,completion stage and operation and maintenance stage.Construction projects in colleges and universities in addition to have the characteristics of general construction project,often need to run independently also has the characteristics of the maintenance phase of operation and maintenance phase cost impact on the whole life cycle cost can not be ignored,so from the perspective of the whole life cycle cost management theory to explore cost factors and countermeasures of college construction projects are very fit.Various factors affecting the cost of the whole life cycle,the phenomenon of construction project cost control in colleges and universities in recent years,along with rising energy requirements,fire protection standard,replace business tax with value-added tax,BIM technology,process,settlement and other new technology and new requirements to construction project cost management in colleges and universities has brought new challenges,therefore,colleges and universities to establish a for construction cost index system of influencing factors model of the characteristics of the project,the essential point of cost management has important theoretical and practical significance.This paper through the review and analysis of relevant literature,reviews the engineering cost management research status and achievements at home and abroad,further clarify the meaning of engineering cost management,characteristic,content and process,the system analysis of the meaning of the whole life cycle cost management theory and the goal,for further research on the construction project whole life cycle cost factors laid a theoretical foundation;Secondly,this paper sorts out and analyzes the new problems and current situation of university construction project cost management,and identifies 16 main factors that affect university construction project cost management in the whole life cycle,and puts forward corresponding countermeasures.Thirdly,the paper introduces the significance and specific steps of establishing the model of influencing factor index system by using analytic hierarchy process(AHP).Finally,with the instance of W university gymnasium construction projects,invite experts compare two factors of the project at all levels,to determine the influence of each factor weight and consistency check,further defined the "preliminary design budgetary estimate stage" is within the whole life cycle of the construction project cost control in colleges and universities is the most important stage,"preliminary design budgetary estimate and prepare" is one of the most important influence factors,using the established model for the project in all stages of life cycle cost all influence factors are analyzed and consistent conclusion,verified the practicability and operability of the established model.The research content of this paper provides practical research results and research methods for the control of factors affecting the whole life cycle cost of university construction projects,plays a certain role in promoting the cost management of similar university construction projects,and provides a reference for the scientific and reasonable cost management of university construction projects in China.
