"Countries people oriented, food is what matters to the people". Food security concerns the development of national economy, the improvement of people’s living standards, social stability and national independence. China has a large population, and the annual demand for food is about 500 million tons, which determines that China must build its own reserve system for food security. In the "Twelfth Five Year Plan" period, there will be about 22.6million tons of new capacity in China, and the granary project will usher in the large-scale construction period, which makes the problem of cost control particularly important. At present, cost management for granary projects in China tends to focus only on the cost control in construction phase, while the full cost of a project also includes the cost in decision-making phase, design phase, operation phase and weeding phase. Meanwhile,the traditional cost study of construction project is mostly aimed at a certain stage for cost control, and neglects the internal relationship and mutual influence between the costs in each phase of the construction project. The life cycle cost method breaks the limitation of emphasizing just on project implementation stage, based on the long-term economic benefits of a project, all the costs incurred in the whole life cycle of a project are fully considered and the scheme of the smallest sum of the costs is selected. This method can effectively reduce the cost and improve the cost management efficiency, and make comprehensive economic benefit of a project achieve the best. In this paper, the life cycle cost theory and method was applied to the granary project in China, and combined with the cost characteristics of granary projects, the following researches were mainly conducted.(1) Based on the research of life cycle cost at home and abroad, the basic theory of life cycle cost was summarized and was applied to granary projects. The mathematical model of life cycle cost for granary projects was established, and the life cycle cost for granary projects was analyzed based on the constitution of life cycle cost for granary projects. The constitution of various costs in the life cycle cost for granary projects was detailedly analyzed and the measures to reduce the life cycle cost for granary projects were concluded according to the analysis results.(2) Factors affecting the life cycle cost for granary projects were initially identified on the basis of literature collection, screening and reading. Then the questionnaire for expert interviews was designed, the factors were screened and added through the expert interviews,the questionnaire was further modified and perfected, and then a complete questionnaire was formed. Next the investigation method was adopted to distribute questionnaires among the relevant professionals, and the questionnaires were collected afterwards. After that, the investigation results were processed and analyzed using SPSS software and the key factors influencing the life cycle cost for granary projects were obtained. Finally, effective suggestions to control the life cycle cost for granary projects were proposed.(3) Based on in-depth understanding of the concept and developing status of BIM, the wide application of BIM technology was described, and the life cycle cost analysis for granary projects based on BIM technology was conducted.(4) In the selected instance of granary project scheme comparison, the life cycle cost method was used and the result of scheme comparison was further discussed and generalized to conduct scheme decision-making analysis for granary projects, then scheme decision-making procedure for granary projects was provided. The concept of land cost threshold per unit area was proposed in the economic comparison of horizontal warehouse scheme and squat silo scheme, and the conclusion for granary project scheme decision-making was drew: if the land cost is greater than land cost threshold per unit area,the life cycle cost for storing one ton grain of the squat silo scheme is lower; otherwise the horizontal warehouse scheme is suggested.
