The process of urbanization is speeding up and the economic and social structure is becoming more and more complex.And the increasing frequency of human travel has also increased the possibility of traffic accidents.With the basic economic and material secured,the emphasis on urban traffic safety has become a new social demand.The highly frequent occurrence of traffic accidents in recent years has caused a serious threat to the safety of the people's property and posed challenge to the further development of society.Traffic emergencies are characterized by suddenness,uncertainty,destructiveness,derivativeness,proliferation,sociality,and periodicity,while requires a series of quick and effective measures to respond to traffic accidents.Also,it can guide the emergency team to conduct a series of reasonable operations in a short period of time,and timely stop the trend of deterioration and spread,so as to minimize social loss to a controllable range.The current emergency plan mainly focuses on human-made documents,on which subjective experience occupies a major position,and scientific rationality needs to be strengthened.So far,the traffic emergency plan has undergone three phases: digitization,electronification,and intelligence.The essence of the content is the development from a text plan to a digital plan,integrating the sharing digital plan information to be an electronic plan,and finally becoming an automated or semi-automated intelligent plan.The intelligent generation of traffic emergency plans is designed on digital plans.Based on the situation of actual traffic accidents,there is a study committed to generate realtime emergency solutions with reference value in a computer-aided manner,which under the condition of different incidents,different levels of response and different organizations,etc.The study of this article starts with Beijing traffic emergency text plan and takes Beijing traffic Snowy Protection Plan as the research subject,extracting knowledge elements of emergency plans,such as the expressions of specific organization systems,emergency procedures,information flow,types of snowy-emergency,emergency measures,and program models.Specific quantitative plan improvement model was proposed to solve the problem of multi-influential factors in the emergency plan.Also,the GIS spatial display method and the emergency plan ontology are used to express emergency content,in which the Prot(?)g(?) platform was used to structure the overall emergency knowledge elements.Finally,this paper presents a visual representation of the interface of the intelligent traffic generation system.
