With the commencement of the National Highway Networking Project, highway tunnel construction is gaining fruitful breakthroughs. China now ranks the first in terms of the number, the difficulty and developing speed. Tunnel groups are appearing in provinces such as Shanxi, Zhejiang, Yunnan, Guizhou, Chongqing etc. Meanwhile, the status quo of traffic safety condition is quite unsatisfying with high occurrence rate of traffic accidents, especially among the tunnel group where the severity and occurrence rate are higher. So the importance of emergency plans is clear. The article gives a deep and full exploration into the making and estimating of emergency plans for highway tunnel groups.With a full analysis and summarization of existing emergency plans of different industries as well as the uniqueness of highway tunnel groups, the article offers a emergency managing model basing on highway tunnel group linkage control. According to the variety of traffic conditions, the model researches into the emergency control technology fro tunnel group electromechanical system and other key techniques in managing various traffic conditions, including tunnel fire, traffic accident and traffic congestion.The article verifies the validity of the emergency plans by analyzing the effectiveness in personnel dispersion as well as the comprehensive estimation. By the calculation of personnel dispersion capability, dispersion effectiveness can be estimated. Estimating system of emergency plans can be built and the weight of different indicators can also be generated according to the general procedures and theories of estimating work taking into consideration of various effecting factors. Respective theories are chosen according to the characteristics of various estimation methods, thus creating a three-tier fuzzy comprehensive model of emergency plans. The model is applied in the estimation of the emergency plans of the Pengwu Section of Yu-Xiang(Chongqing-Hunan) Highway and proposes some optimizing measures.
