In recent years, the quality of rescuing service has become a sign of city controlling standard. The government in our nation is facing a severe challenge in improving the public security and public service. In many areas in China, serious accidents constantly occur in transportation, mining yield, safe fireproofing and safety manufacture. After experiencing the 1998's severe flood in China, the 1999's "9.11" tragedy in US and the global disaster-SARS happened in 2003, we are pushed to face a emergent situation without our own choice. The demands for supplying the social securing services, improving the ability to solve the problems in disaster and emergent situations, rescuing lives and minimizing the lost are becoming a critical strategic task,which is closely connected with the development of GDR.Its evaluation guideline system is first studied and established,fuzzy-AHP general assessment method is used to put up its evaluation model. Assessment guideline system and evaluation model are significant for actual assessment of city traffic emergency management ability, it is favorable o provide foundations for the construction of city traffic accident emergency management system.Since 2006, the author of this paper has participated in the design of construction projects of Traffic Emergency Management System in Beijing. Recently she was again taking a research in the application of traffic emergent situation command system home and abroad. After studying the experience of encountering the disaster from the governments in diferent area in and out of our country, the author created her thesis. The author makes an all-sided analysis on the definition of the traffic emergent situation command system, its function, its latest development state,its actual problems, the goal of its realization as well as its tasks in future. Furthermore, the author believes that by establishing varied kinds of plans for solving the traffic emergent situations, forming the team work of all emergency meeting resources, realizing the high-proficiency rescuing services,we can finally see a strong guarantee for the city's public traffic security.The innovative points of this paper is that,according to the traits of traffic emergent command system, two artificial intelligence techniques, case-based reasoning(CBR)and rule-based reasoning(RBR), which are combined and applied to the system designing prooess of emergency plan reasoning model. This creative model can enhance the operation efficiency largrly.
