Evaluation And Improvement Research Of Service Capability Of Chongqing As Shipping Center In Upper Reach Of The Yangtze River

With the investigation of the shipping center of Shanghai and Ningbo,the author found that there are some short slabs in terms of service capability construction compared with them,and it's necessary to further study on the service capacity of shipping center of Chongqing.Firstly,based on the review of relevant research of international shipping center,inland river shipping center,soft power of shipping center and evaluation methods of shipping center,this paper discovers that the study results of basic theory of shipping center are quite mature.However,the researches on the evaluation of shipping center are mainly focused on the comprehensive competitiveness of the macro level as well as some other micro levels like training of shipping personnel,constructing of shipping financial insurance system and constructing of shipping accumulation area which is the necessary guarantee for the transformation and development of the shipping center.Therefore,this thesis investigates the actual situation of the service capability development of Chongqing as shipping center in upper reach of the Yangtze River,and takes the service capacity of the shipping center as the main body of evaluation,systematically expounds the service ability of the shipping center of Chongqing,which is in line with the current development requirement of shipping center of Chongqing,also further refines the evaluation issue of shipping center.Secondly,this thesis carries out a questionnaire survey on the experts and scholars of shipping industry in Chongqing from two perspectives of the importance of the shipping center service capability index and the urgency of the need to improve.In view of the uncertainty of the evaluation value of the expert group,the hesitation fuzzy theory is introduced,and the weight of matter element extension model is optimized.Then the membership level of the service capacity importance and the improvement urgency of shipping center of Chongqing is obtained through the model calculation.At the same time,considering the above two perspectives,the priority of service improvement is divided,and the combination of objective weight optimization and subjective expert scoring is realized.Finally,by combining with expert interview results,there are some problems in construction of Chongqing as shipping center in upper reach of the Yangtze River,such as service function accumulation,informatization,shipping business financing,shipping insurance claims,shipping personnel training.Based on the evaluation results of service capability,this paper considers the importance of shipping service capability and the urgency of improvement,the priority of service capacity of Chongqing as shipping center in upper reach of the Yangtze River should be determined,and focuses on five aspects of improvement measures: to construct the shipping center of trade,the shipping guarantee system,the shipping center of talent,the shipping center of clearing and the shipping center of information,so as to provide constructive suggestions for the construction of Chongqing as shipping center in upper reach of the Yangtze River.
