The report of the 19 th National Congress of the Communist Party of China pointed out that high-quality development requires a correct handling of the relationship between balanced and unbalanced regional development.As the economy enters the stage of "new normal" development,the only way to achieve high-quality economic development is to narrow the gap between regions and promote coordinated development between regions.Balanced development is not only to address the economic aggregate gap between regions,but more importantly,to narrow the gap between regions in terms of people’s income,living standards and public services that affect people’s well-being.The theory of backwardness advantage shows that the key to narrow the regional economic gap is to converge the inter-regional development speed.Human capital is an irreplaceable development factor to realize economic growth.At present,China is speeding up the construction of high-speed railway network.Whether backward regions can seize the opportunity of accelerated human capital flow brought by high-speed railway construction,improve the level of regional human capital,and thus converge the development gap between regions is worth further study and discussion.In this paper,by analyzing the dilemma faced by the current economic development,put forward to seize high-speed development opportunities,to narrow the gap in regional economy,promote regional balanced development point of view,and combed the high-speed impact on economic development and narrow the gap between regional economy after the key,combining with the existing literature study in-depth analysis of high-speed development,the relation between human capital and the regional economic disparity,The paper theoretically defines the connotation of regional economic gap,human capital and high-speed railway,and discusses and summarizes the influence mechanism of high-speed railway development on regional economic gap.This article will high-speed,human capital and regional economic disparity in the same research framework,through the use of the Yangtze river economic belt in 2006-2019,108 level panel data,constructed the index system of regional economic gap and the Gao Tiejing stop times to measure high-speed development,through the empirical research and analysis the influence of the highspeed development of regional economic gap,And verify whether human capital plays an intermediary role in the mechanism that high-speed rail development influences regional economic gap,and further study whether human capital influences regional economic gap through technological innovation.The results show that :(1)the development of high-speed rail can effectively narrow the overall regional economic gap,output gap,income gap and life quality gap.(2)Empirical results verify the mediating effect of human capital on the regional economic gap mechanism of high-speed railway development.(3)The gap reduction effect of high-speed railway development is different in different regions,and more obvious in the backward central and western regions.On the innovation point,this paper takes human capital as transmission mechanism to study the correlation between high-speed railway development and regional economic gap.It is different from other studies in terms of indicators,constructs the index system of regional economic gap and uses the number of high-speed railway stops as the measurement index to carry out empirical research,which enriches the research content and makes the research results more heterogeneous.Based on the analysis results,this paper puts forward some countermeasures and suggestions to rationally arrange China’s high-speed railway network,break down the barriers of talent flow and promote the balanced development of the Yangtze River Economic Belt in combination with the policies formulated by local governments.
