Study On Optimization Of Prophase Management Of Road Engineering Project Under The Background Of Multiple Plans Integration

The prophase work of road construction project is an important part of the project's capital construction procedure,which is the basis of project decision-making.The quality of prophase work can affect the whole life cycle of project construction.The prophase is such an important link to determine the project standard,the content,scale,whether or how to build,the efficiency of construction and so on.Due to the need to study many contents,and wide-range involvement,therefore,well finishing preliminary work of the project can be the important guarantee not only to achieve sustained,rapid and healthy development of the transport infrastructure,but also the important embodiment of promoting economic development and supporting the overall completion of a well-off society.In recent years,our country transportation infrastructure owns a lot of investment,and fast-speed construction.Through the analysis of management system and actual situation for promotion in road project preliminary,this paper finds out main problems existing in prophase work of road construction project management in our country.Taking the prophase work of road project project as the research object,this paper adapts to the literature inspection method,contrastive analysis method,and the case analysis method.According to many problems existing in prophase management work of road engineering construction of our country,with the combination of key point of the prophase work management,this paper establishes the project approval innovation mechanism,optimization of the approval process and construction standardized preliminary management system through the top level design in the background of "multiple plans integration".Besides,this paper puts forward some methods and reform measures for the preliminary work management of road construction projects in China.At the end of this paper,taking an interchange project in Xiamen as an example,and on the basis of the reform of "multiple plans integration",this paper strictly abides by the controllong emphases and key points of each stage in the prophase management process,and examine by contrast to verify the effect of reform,according to the optimized system mechanism and approval process.This paper also provides some delicacy management measures for the prophase work of road project in our country and certain guiding function to carry out the prophase work of future road construction project.
