| The central working conference of urbanization in 2013 put forward to actively promote the reform of planning system in city and county, to explore the methods to realize "multiple plans intergration",and implement "only one plan and one blueprint for a city or county". The goal of "multiple plans intergration" is to coordinate the contradictions of urban space resources management among all kinds of plans. Urban spatial control zoning is the core content and key links of "multiple plans intergration", as it’s to be a most important tool for government to manage and control of urban space resources.Under the administractive system framework which is devided into many parts, there are four types of urban spatial control zoning including major function oriented zoning, land use master planning, urban master planning and ecological function zoning. They are respectively belong to the Development and Reform Commission, the Land and Resources Bureau, the department of Housing and Urban-Rual development and the Environmental Protection Bureau(EPB). These four types of urban spatial control zoning function in the same space, but lack of coordination mechanism and logical framework among them,which lead to conflicts on land using and hindered the "multiple plans intergration". Therefore, it is necessary to sorte out the relationship of these four types of urban spatial control zoning and reconstruct the system of them.The main body of this paper is divided into four parts. Firstly, the paper discussed four types of urban spatial control zoning, and revealed the implementary dilemmas through the comparison the levels,contents and methods among of them. Secondly, based on analysing of the core connotation and implementation methods of the "multiple plans intergration", the paper coupled it with the urban spatial control zoning, and put forward the idea and principles of intergrating the existing four types of urban spatial contral zoning.Thirdly, the paper reconstructed the systerm of spatial control zoning in the city and county under the guide of "multiple plans intergration". Through coordinate the existing spatial control zoning, the regional space contral zoning including urban space growth boundary, protect contral boundary and functional zoning, while the urban center district contral zoning including prohibited-construction area, restricted-construction area, suited-contruction area, built-up area and construction scale boundary. On the basis of uniforming the zoning standards, the paper analysed the methods to delimit the "contral line" and "contral zoning", and put forward the implementation safeguard mechanism of them. Finally, Based on analysing the characteristics of spatial development and the problems of the existing urban spatial contral zoning. the paper took Ezhou as a practical case to apply the urban spatial contral zoning strategies which put forward above. |
