The Study Of The Essence And Work Focus Of "Multiple Plans Integration" In City (County) Region

Spatial plans has been an important tool for a nation or a region to allocate the spatial resources, and to optimize the pattern of land development. However, the conflicts between "multi-plans" have been becoming increasingly prominent in the current spatial plans system of China. In order to solve this problem, a bottom-up exploration of "three plans integration" or "multiple plans integration" has been carried out in Guangdong, Chongqing and some other cities. The promoting of "multiple plans integration" in cities and counties was first proposed by President Xi Jinping at central urbanization work conference in 2013. Since then, it has become a vital task of China's "comprehensive deepening of reforms"The current theoretical research and practical applications of "multiple plans integration" mainly focus on the forms and the key contents of it. As the study of the essence of "multiple plans integration" is less, there has not been a systemic result about it. In addition, there is controversy when talking about the status of "multiple plans integration" in spatial plans system of China, and this problem has not been settled yet.Therefore, this dissertation is based on the summary of the development of "multi-plans". And it has given the concept that the essence of "multiple plans integration" is to coordinate the conflicts between "multi-plans" and to establish a mutually connected spatial plans system at the city (county) level, according to the research idea-"compare the differences between "multi-plans"-compare the conflicts between "multi-plans"-analyze the fundamental cause of the conflicts-clear the essence of "multiple plans integration"And then, based on the concept mentioned above, the dissertation has compared the practicable-coordinated ways of "multiple plans integration", and has given the optimum one. Meanwhile, the dissertation has discussed the emphasis of "multiple plans integration", taking Fuping County of Shaanxi Province as an example. The conclusions of this thesis are as follows:The relationships between "multi-plans" have been changing with the principal contradiction and core issues in different periods. At present, the complex, overlapping and conflicting relationships are caused by multi-plans'adaptive adjustment continuously responding to China's political and economic reform during their development. And the multi-plans'adaptive adjustment also causes the large differences between them mainly in the legal system, the administration system, the operation system and the compilation system.For their own interest, different plans departments will make different development goals and allocation of spatial resources in the same region. The fierce competition between "multi-plans" for space resources and the lack of effective coordination mechanism, lead to the conflicts in goals and space of "multi-plans".The root cause of the confliction of "multi-plans" is that there are many problems in spatial plans system of China. The system is not functioning smoothly, and this mainly displays in five aspects including the disorder of plans system, the lack of coordination mechanism, the imperfection of regulatory system, the weak implementation of management and the diversity of technical means.The parallel-"multi-plans" spatial plans system is in conformity with our current administrative system.It's difficult to completely eliminate the differences of "multi-plans" by "multiple plans integration". The essence of "multiple plans integration" is to eliminate the conflicts of "multi-plans" at the city (county) level, especially the the conflict of resource allocation due to the different development goals of multiple plans, and to ensure the continuity and coordination of "multi-plans".The practical ways to coordinate the conflicts of "multi-plans" are replacing the all plans with "multiple plans integration" in order to get a unitary spatial plans system, regarding the "multiple plans integration" as the superior plan to coordinate all the other plans, and carrying out the harmonization work of "multiple plans integration", among which the second way is the optimum one in our current administration systemWhen coordinating the conflicts of "multiple plans integration", the emphasis is to formulate a unitary development strategy which will be used to coordinate development goals of "multi-plans", and to achieve the normalization and unification of space order by land functional partition, restrictive lines and spatial distribution on one map based on the above.
