Discussion On The Method Of Delimitation Of Production-living-ecological Space In Multiple Plans Integration Of County

With the rapid growth of China’s economy and the development of urbanization,the rapid expansion of urban construction land has led to the erosion of ecological space,the low utilization rate of production and living space.In the face of the grim situation of serious environmental pollution,resource constraints and the degradation of ecological system,the state issued a series of policy documents,"construction of spatial planning system,delineation of ecological,production and living space development control boundary,implement the use of control" to achieve the target of "picturesque scenery space for ecological space,intensive and efficient for production space,livable and modest for living space".Thus,the delimitation of Production-Living-Ecological Space has become an important policy tool for the government to strengthen space control.But so far,there is not a unified view of the definition and delimitation of Production-Living-Ecological Space.On the basis of the relevant theories and practice at home and abroad,this paper makes an in-depth analysis of the ideological origins of Production-Living-Ecological Space,and analyzes the connotation and function and relationship of Production-Living-Ecological Space in detail;This paper select the county research scale,and take Zhouzhi county as an example,combined with the current Multiple Plans Integration;Finally,this paper puts forward the control measures.The conclusions of this paper are as follows:Production-Living-Ecological Space is an objective existence of the physical space closely related to human beings,which has a deep origin with the domestic and international urban planning ideas.There are abundant scientific connotation in the aspects of Production-Living-Ecological Space.And they’re in close contact.Multiple Plans has its own characteristics,and the differences in the planning period,objectives,scale,spatial layout and space control.Production-Living-Ecological Space in our current planning system belongs to a number of department management,resulting in the classification of land in Multiple Plans corresponding to the Production-Living-Ecological Space on the different.Multiple Plans Integration proposed "a blueprint" to reduce the use of space between different departments of the conflict.The use of Multiple Plans Integration technology platform provide the basis for the Production-Living-Ecological Space in order to achieve more accurate space management.This paper formulates the overall idea of the Production-Living-Ecological Space.According to the function of space,we can conclude that there are many kinds of spatial function combination model.And there are 2 kinds of function combination model in the research area.Production-Living-Ecological Space’s delineation has their respective principles and methods.Firstly,the ecological space delineation follows the principles of system and coordination,and through the analogy selection of data collection,field investigation,remote sensing interpretation and other methods to delineate;Secondly,the production space delineation of the industrial production space combined with urban and rural planning and other planning can be directly into the production space of industrial land,focusing on agricultural production space proposed principles and methods;Finally,the living space delineation includes urban living space and rural living space,urban living space delineation according to the urban development boundary delineation method,rural living space delineation according to the rural residential system layout method.It is practicable to delineate the Production-Living-Ecological Space in the county.Firstly,the county system is a relatively independent and complete and relatively stable basic administrative unit;Secondly,the county planning can be well implemented by the local government,which is closely related to people’s production,life and other activities.Space control is an important means of rational utilization and protection of Production-Living-Ecological Space.The implementation of land use control system can ensure the coordination of Production-Living-Ecological Space,and effectively protect the fragile space resources and ecological environment.
