With the rapid development of economy and ongoing urbanization in China, ecological conditions have deteriorated seriously. It is still very common that Eco-land reservation areas are repurposed for non-ecological use. To make planning effective, many government branches have provided their department planning frameworks or guidelines from respective perspectives. However, the coordination in-between the government branches and different industries is still gravely needed. Many recent government and academic research projects are thus focused on efficient utilization of land and ecological protection.For example, Guangdong government has spearheaded an initiative to create an integrated multiple planning frameworks from different branches since 2008. The earlier framework integration included Social Economic Planning, Rural Urbanization Planning and Land Planning. The Ecological Protection Planning was added afterward. This government progress has demonstrated the increasing importance of eco-protection in our society. The bottom line is clear that without a sound environment protection plan, any government development planning is incomplete and problematic.This article demonstrated the reason why all Multiple Planning Integration Framework(MPIF) should include Ecological Protection Planning. And the article provides a set of legal reform suggestion:First, the article introduced China’s current government planning system and the development of MPIF. The article points out the importance and the result of such integration with details and issues in the past planning framework. It also elaborated the conflicts of MPIF with current legal system, including government body conflict and inefficient planning progress. In the end, the article provides a set of legal reform suggestions and argues that a legal framework reform is the basis for the current MPIF to continue to develop into an effective government guideline system.
