Human resources,as a primary resource for the development of enterprises,has been widely recognized by the whole society.In the rapid economic and social development today,crew resource has become a scarce resource.Especially,officers holding a certificate of fitness have become the targets in the shipping markets.In the ship and crew management,S company enjoyed a high reputation at home and abroad in the shipping sector.But in the face of fierce market competition and complex social change,in the context of large-scale fleet modernization,S company crew management mode also does not match with the market competition.Therefore,the developing and using of crew resource must implement a fundamental change in approach for human resources development,to transfer the focus of the development of human resources to improve the quality of human resources and the efficiency of usage.The top priority is how to focus on the issue of human resources strategy,retaining crew resources,attracting the crew resources,cultivating the high level crew resources,doing well the crew optimal allocation of resources is particularly important.This paper is based on"human resources theory","crew resource optimization configuration model",on the basis of S company crew resource management status and future development,to make an inventory of S company crew resource as a starting point,conducting a comprehensive,systematic and in-depth research on the S company crew resource optimization configuration.First of all,introducing the concept of crew resource and crew resource allocation,and defined the concept of crew resource allocation;By analyzing S company crew resource allocation situation,to identify the main problems and reasons of S company crew resource allocation.Secondly,referring to domestic and foreign advanced experiences and good practices in crew resource management,to propose the program of S company crew resource optimal allocation and the implementation of measures based on the theory of the human resources management.In order to enable the program to be implemented effectively,this thesis is based on S company actual situation of the company crew resource management,giving a complete presentation of the protection measures of the implementing program of crew resource optimal allocation.The program from two levels to ensure optimizing the allocation of S company crew resource,first one from the "vertical integration" to discuss the overall planning of crew resource,including crew recruitment,training,promotion and exit mechanism to ensure the quantity and improve the quality of crew resource,keeping the sustainable development of crew resource;The second one is from "horizontal integration" to discuss the problem of optimal allocation of crew resource,and actively revitalizing crew resource,optimizing the allocation,improving the efficiency of use of the crew resource.Because of this research time span,some measures had been well verified in practice,played a positive role to promote the optimal allocation of S company crew resource.The study also provides an effective decision-making reference for the crew resource optimal allocation of other companies of the same type.
