Water is an indispensable material foundation of human survival and the development of social economy, and water resources development and utilization relates the global development. With the rapid growth of population and domestic economy, the acceleration of industrialization and urbanization and the aggravation of not reasonable exploitation and utilization of water resources, water pollution and water shortage has become a serious global crisis, restricted the raising the level of human life, social stability and economic development. Therefore, optimized the allocation of regional water resource, provided water resource for industrial, agricultural and people's life, ecological environment of the area, it is of great significance that make its win the biggest society, economic and environmental benefits and realize the sustainable development of the area.Based on referring the achievement of research of the previous papers on the extensive reference in optimal allocation of water resources, briefly introduced the sustainable development theory, based on the analysis of the current of the characteristics of the water resources, and pointed out that the water problems and the dangers of social and economic development. From the basic configuration optimization concept and connotation, introduced the several important theory, basic principles, allocation methods and some basic theory of optimal allocation of water resources. Finally, from the economy, social and ecological environment the three aspects, research the relationship of water resource and sustainable development. And then summarize in detail the prediction of the research methods and the water, summarized the life, industry, agriculture, ecological water demand forecasting formula of, finally using the method of water predicted the water demand. Established the optimized allocation model based on the maximum comprehensive benefits of social, economy and environment. The quantization methods of the social, economical and environmental objectives and coordination of economical development and water resource, environment are explored. And determination method of the model parameters is given. Introduce the basic principle and solving steps of genetic algorithm.Finally, take the optimal allocation of water resources in Hengshui city for example, based on introducing the regional natural condition, social and economic development, the water resources situation, the optimal allocation of water resources of the area of the calculation and analysis method of supply and demand of water resources, establish the optimal allocation of water resources more target model, using genetic algorithm, obtain Hengshui city in different planning level years (2015, 2025), at the insurance rate of 75% in the water resources rationally plan. And the optimum allocation results are analyzed with department of water, water shortage analysis, and the target value and system coordination analysis. According to the development and utilization of water resources in Hengshui city and puts forward the relevant configuration countermeasures and suggestions.
