With the rapid development of economy and society, the elevation of water exploitment and utilization level improves, and the water demand increases, so the contradiction between the supply and requirement of water resources became increasingly prominent. Water shortage has become the important factor to restrict the sustainable development of society and economy. Water resources optimize allocation is the effective measure to insure sustainable development and utilization of water resource, and is also one of the most efficient methods for solving the conflict between supply and demand.Guided by the principle of sustainable development, this paper choose the upper reaches of Xinjiang in Shangrao as an analyzing object, analyzes the problems in exploiting and utilizing water resource, and points out the significance and necessity of water resources optimize allocation in the study area. The current study situation of water resources optimize allocation was summarized, and the main research content and the line of technology were introduced. Basing on a thorough knowledge of the connotation, fundamental principles, methods and model setting-up and solution acquisition of water resources optimize-allocation, according to the survey information, the water resource in three different level year (50%, 75% and 95%) were calculated adopting the methods of deciding the rational utilization proportion of water resources and deducting ecological water requirement. Water resources supply and demand in 2005 and 2030 was analysis from domestic, agriculture, industry and tertiary industry. The results indicated that supply and demand of water resources were balanced in 2005. While, the first plan showed it had different results at different water coming frequencies. In 2030, when the frequency was 50%, demand and supply were balanced. But when the frequencies were 75% or 95%, they were unbalanced. And the littler the water resources, the more the shortage of water. The second plan showed water shortage existed only when the frequency was 95%. On the basis, optimize-allocation model in 2030 was established aiming at maximum profit of society and economy. The model was solved by fgoalattain function in optimistic toolbox of MATLAB. Then the optimum for rational disposition of water resource was obtained. In the development and utilization of water resources, the domestic water demands of urban and rural inhabitants must be satisfied first, then tertiary industry, industrial and agricultural water demands shall also be considered. The problems have been resolved, for instance, agricultural water supply occupied and industrial water supply, and industrial water supply occupied urban water supply. It made agricultural water saving turning into industrial water supply, so the plan was reasonable and feasible. Additionally, some suggestions about water supply, water saving and water management were given to guarantee the requirements of water resources Optimize-allocation.This research has certain practical significance for realizing water resources sustainable use and coordinate social, economy and ecology sustainable development in study area.
