| The 18 th National Congress of the Communist Party of China put the construction of ecological civilization into the Five Pronged Strategy for building socialism with Chinese characteristics.The Fourth Plenary Session of the 19 th CPC Central Committee made a series of major strategic arrangements for the modernization of governance system and governance capacity in the field of ecological environment.Local ecological and environmental protection departments are the main battlefield of ecological civilization construction,and environmental protection talents are the first resources.However,compared with the great stride of ecological civilization construction,the construction of local environmental protection talent team is still lagging behind.In addition to the common problems such as imperfect security system and narrow development space for cadres,the disadvantages caused by individual problems such as the small number of professional cadres and unreasonable team structure are also increasingly prominent.At present,facing the new situation and task of environmental protection,how to optimize the talent team construction of local ecological and environmental departments is very urgent.Through a large number of social surveys,with case study method,literature analysis method,survey analysis method,data analysis method,taking the ecological environment bureau of Quzhou City in Zhejiang Province as an example,this paper expounds the basic status of talent team construction of local ecological and environmental departments,analyzes the difficulties and problems encountered at present,studies and judges the deep-seated reasons,and corresponds to the principle of "one question,one policy" This paper puts forward rmeasures and suggestions,so as to provide reference for other similar areas. |
