With the establishment and development of made in China 2025 and innovation driven strategy,the manufacturing industry’s desire for intelligent manufacturing application technology talents makes secondary vocational education obtain huge development opportunities under the strong support and promotion of the country.However,in the process of developing the secondary vocational education,a series of new problems have appeared,such as blindly setting the major,blindly expanding the scale and blindly repeating the investment.With the economic transition,this kind of extension development can not adapt to the development of social economy.Secondary vocational education needs to deepen the reform and take the road of connotative development in order to contribute to the national economy and people’s livelihood.In essence,the improvement of the connotation development level of secondary vocational education is to improve the quality of personnel training,and the key to improve the quality of personnel training depends on curriculum and teaching,so curriculum construction and teaching reform is imperative.The modern education informationization has promoted the study way transformation,the blended study pattern emerges as the Times require,and is praised widely because it can stimulate the learner’s initiative and the creativity.Under the influence of the "Belt and Road" policy,the vocational education should be internationalized,and under the advocacy of the Dublin Regulation of secondary vocational education,the course construction and teaching reform of Secondary Vocational School should insist on the OBE teaching idea of student-centered and result-oriented.In view of the above reasons,the development of the mixed learning mode based on the OBE concept has important application value and research value in secondary vocational education.The main research contents are as follows:1.Based on the OBE education concept,Taylor’s goal model,Bloom’s mastery learning theory and "hybrid learning model",this paper explores the application value of the hybrid learning model based on the OBE concept in the secondary vocational education and teaching reform.2.In this paper,we study the curriculum status,teaching objectives,curriculum content and characteristics of secondary vocational school numerical control major,and design the mixed teaching curriculum scheme with reference to 12 comprehensive ability and quality standards of Dublin agreement.3.The course is divided into the teaching process of the combination of on-line,off-line and on-line after class.The course tasks are detailed and a complete set of teaching resources on-line,off-line and on-line after class are designed.4.In the process of teaching implementation,according to the learning situation fed back by students,some improvement measures should be taken to maintain sustainable development.According to the situation of students’ mastering skills,the training contents can be divided into parts.Finally,perfect a complete set of online and offline teaching content and courseware,and finally achieve the requirements of cultivating high-quality and high-quality secondary vocational school graduates.
