| With the rapid development of China’s economy,the process of urbanization is gradually accelerating,and the city has expanded and surrounded the previously remotely located oil refining and chemical companies,forming the phenomenon of petrified petrochemical industry,and the urban refinery also came into being.Due to the densely populated sensitive areas such as hospitals,schools and residential areas around the urban refinery,the casualty and property losses can easily be caused by accidents.The research of urban refinery emergency capability assessment technology can help enterprises to improve emergency response capacity and reduce major safety accidents,which is of great significance for the coordinated development of urban refineries and their surrounding areas.Firstly,from the perspective of potential emergencies in urban refineries,the paper analyzes and studies the emergency process of the urban refinery based on the evolution of typical accident scenarios,and combined with the PPRR theory to divide the emergency process into four stages: emergency prevention,emergency warning,emergency response and emergency recovery.Then,the emergency capability of each stage is analyzed in detail,and the evaluation index system of urban refinery emergency capability is established,which contains 15 two level indicators and 60 three level indicators.Based on established the evaluation index system of urban refinery emergency capability,we use DEMATEL method to analyze the relationship between indicators,and then use the combination of DEMATEL and ANP to determine the weight of indicators.The calculation results show that the emergency prevention capability,warning capability and response capability are more important than the emergency recovery capability,which is exactly in line with the requirements of emergency management of urban refineries.Finally,a urban refinery is taken as a practical evaluation object,and the fuzzy comprehensive evaluation method is applied to comprehensively evaluate its emergency capability.According to the results of the evaluation,we can clearly identify areas that need further improvement and improvement. |
