With the acceleration of industrialization and urbanization in our country,the petrochemical enterprises in the remote areas are gradually surrounded by sensitive areas such as residential areas,hospitals and schools,forming a phenomenon of "urban refinery".The emergence of this situation not only affects the production safety of the refinery,but also a serious threat to the surrounding sensitive areas of the residents of the physical and property safety.It can be seen that the "urban refinery" has become China's industrialization and urbanization process in urgent need to solve the major problems.This paper studied the urban refinery risk assessment technology from the perspective of quantitative risk assessment.Firstly,the risks of urban refineries are divided into three parts: external risks,inherent risks and extension risks.Combined with practice research and related scholars,choose the risk assessment of the impact of urban activities on refinery,the risk assessment of dangerous goods and the assessment of acceptable risk as the research content.For the impact of urban activities on the refinery risk assessment,we build the corresponding index system according to the analysis of the impact of urban activities and influencing factors,then the concept of cloud model was bring to the risk assessment to solve the vagueness of qualitative description of the problem,The risk model of urban activities on refinery is established based on AHP-cloud model.For the risk assessment of dangerous goods road transport,combined with the traditional risk assessment model,given the road transport for urban refineries risk assessment model.For the development of acceptable risk criteria,from the perspective of objective risk and subjective risk,the individual risk of petrochemical industry is used to measure the objective risk,and the concept of vulnerability is introduced into the measure of the risk-bearing characteristics.Finally,the above evaluation model and application method are applied to the example to verify the effectiveness of the model and method,which can provide reference for the country to implement the quantitative risk assessment of the urban refinery in the densely populated area.
