| With the advancement of science and technology,while people enjoy the convenience brought about by various chemicals,the hidden dangers caused by hazardous chemicals are also threatening people’s normal production and life.In recent years,the accident of dangerous chemicals in China has continued to bring about a threat to the national economy and the people’s life and property safety,and has caused the destruction of the environment.Some of these accidents have brought about serious consequences,and the impact is very bad.Therefore,all relevant departments and enterprises need to take measures to reduce safety risks during the entire life cycle of hazardous chemical emergency management,and treat both the symptoms and the causes to curb the occurrence of hazardous chemical accidents;at the same time,it is necessary to strengthen emergency preparedness measures,improve emergency preparedness,and reduce dangerous chemicals.Loss and impact after the accident.To build and improve emergency preparedness requires a scientific assessment of emergency preparedness.How to assess emergency preparedness for hazardous chemical accidents has received increasing attention from governments,companies,and academia.Especially in cities with high population densities and complex environments,the occurrence of dangerous chemical accidents will have irreversible effects.The assessment of the emergency capability of urban hazardous chemical accidents has been highly valued by the government and enterprises,but the current academic research is still relatively lacking.Firstly,the statistics and analysis of the occurrence of hazardous chemical accidents in China during the 12th Five-Year Plan period were carried out.In the five years,a total of 1,058 hazardous chemicals accidents occurred in China,1375 people were killed,4335 were injured,and the accident time The four aspects of the site,location,occurrence and type of accident were analyzed.Secondly,on the basis of previous studies,this article has conducted an in-depth study of the emergency preparedness assessment of hazardous chemical accidents in cities.It has adopted a "scenario-task-capacity" planning analysis method to integrate emergency preparedness throughout the entire life cycle of emergency management.With reference to the theoretical thinking of the ISRS(International Safety Rating System),an evaluation index system for emergency preparedness capabilities applicable to hazardous chemical accidents in cities was constructed from both government and enterprises.Then,for the second-level indicators that can obtain the importance ratio of experts in actual operations,the article uses the G1 method that does not require test consistency to assign weights to the indicators,and uses the general method to perform the evaluation and calculation;and it can not obtain the importance ratio of experts.The assessment indicators,the article directly using the mutation progression assessment method to evaluate it,and got the final result.Finally,using the methods and models presented in this paper to apply examples,the S city was evaluated.The evaluation results were highly recognized by the relevant functional departments and related companies in S city,and the city was able to continuously improve and improve emergency preparedness for hazardous chemical accidents.Provide some suggestions and references.This also shows that the evaluation index system established in this paper and the proposed method are very practical. |
