In recent years, ecological environment issues have attracted great attention from the country and the people. The construction of environmental infrastructure is an indispensable factor to ensure the continued development of the ecological environment. In the case where the country vigorously promotes the environmental protection system and calls on people to pay attention to environmental protection, the frequent occurrence of pollution-type NIMBY conflicts has created contradictions between the government and the public. At present, the government has realized the necessity of managing pollution-type NIMBY conflict, and has adopted measures to manage them. The results of the government include temporary suspension of the construction or compensate residents. The solution can only be “an ineffectual remedy” —a cure for the symptoms and not the root cause. So it is necessary to find "a fundamental solution" to resolve the conflict directly and effectively. The research analyzes the governance status of pollution-type NIMBY conflicts, and finds that such conflicts have multiple characteristics of high frequency, wide range of subjects, strong network effect, preventable controllability and low degree of risk. The problems of conflicts, such as the lack of applicable laws, the lack of awareness of prevention, the passive solution, the inadequate supervision of facilities, and the low level of public satisfaction given.Analyzing the causes of government governance from different directions and trying to provide ideas for the governance of pollution-type NIMBY conflicts in the future,to control the frequency of such incidents, and to play an active role in governing the related subjects in modern society. It aims to fundamentally reduce or avoid the NIMBY conflict.Contribute meagerly to environmental protection.
