| In recent years,with the continuous rise of China’s economic and modernization levels,urban construction has entered a high-quality development stage,and the public’s need for a better life has become more prominent.Among them,the public’s demand for pollution-oriented proximity facilities is increasing,so the construction and implementation of pollution-oriented proximity facilities that "do not build in my backyard",as public facilities with public interest attributes,emerged as the times require.In addition,with the gradual enhancement of the awareness of rights,the public’s awareness and requirements for the living environment have become increasingly high.As a result,dissatisfaction and resistance against the hazards that may be caused by the pollution type neighbor avoidance facilities themselves have become increasingly fierce,leading to the continuous occurrence of pollution type neighbor avoidance conflicts.At important meetings,the Party and the state have repeatedly made strategic arrangements and requirements for national governance that require coordinated pollution control and green development,which not only provide policy guidance for local governments to address pollution based neighbor avoidance conflicts,but also indicate their governance goals.Therefore,the proper management of pollution type neighbor avoidance conflicts has become a common problem faced by local governments.Local governments,as the planners,organizers,and implementers of polluting neighbor avoidance facility projects,addressing polluting neighbor avoidance conflicts is not only an unavoidable key issue in their planning,organization,and implementation of polluting neighbor avoidance facility projects,but also a responsibility they should bear.This paper summarizes the general dereliction behaviors of local governments in dealing with pollution related neighbor avoidance conflicts,including risk perception bias,insufficient information disclosure,and incomplete interest compensation,through the sorting and analysis of multiple typical cases of pollution related neighbor avoidance conflicts,such as the Jiujiang garbage incineration power generation project in Jiangxi,the Yangluo garbage incineration power generation project in Wuhan,Hubei,and the Xiantao garbage incineration power generation event in Hubei Low public participation and weak awareness of supervisory responsibility.The main reasons are that the decision-making mode is relatively traditional,the government has a certain degree of trust decline,the interest compensation scheme is lacking,the negotiation subject is relatively single,and the department management is fragmentation.In view of this,the paper is based on the perspective of government responsibility,integrating the advantages of consultative democracy theory,responsible government theory,collaborative governance theory,and political communication theory.In response to the irresponsible behavior of local governments in dealing with pollution related neighbor avoidance conflict events,it aims to bridge the cognitive bias of pollution related neighbor avoidance conflict risk,improve government credibility,and develop multi-point benefit compensation plans The government has proposed measures to alleviate dereliction of responsibility in terms of mobilizing public participation and improving the supervision gap of pollution based avoidance conflicts,in order to transform the "avoidance" events that the public fears into pleasant "welcome arm" events as much as possible. |
