| In recent years,with the rapid development of China’s social economy and the acceleration of urbanization,the government needs to build a large number of public facilities in order to meet the growing material and cultural development needs of the people and the sustainable development of the economy and society.However,while some of these facilities meet people’s living needs and economic development,they will have a certain negative impact on residents around the facilities due to their negative externalizations.Therefore,such facilities will be opposed and resisted by surrounding residents,and even conflicts will erupt.Among them,Contamination-related NIMBY conflicts are the most intense,becoming an obstacle to threatening social stability and development.Contamination-related NIMBY conflict is not only a kind of simple conflict,but also a social and political problem.The Eighteenth National Congress of the Communist Party of China put forward the idea of "putting people first and ecological civilization construction",which means that the concept of "putting people first" should be integrated into all aspects of economic,political,cultural and social construction,reflecting that economic development must be based on the fundamental interests of the public,and economic construction must also respect the fundamental interests of the public and implement civilized construction.The proposal of "putting people first and civilization construction" highlights the necessity and urgency of reducing and avoiding polluting NIMBY conflicts.For the government,it is urgent to improve the ability of Contamination-related NIMBY conflict management.This article focuses on the government governance of Contamination-related NIMBY conflicts.Taking the Xiantao Waste Incineration and Power Generation Project as an example,it uses stakeholder theory,4R crisis governance theory,and collaborative governance theory to analyze the government ’s current Contamination-related NIMBY conflict.Governance has problems such as opaque information,lack of civic participation,insufficient propaganda and popularization of science,inadequate communication channels,and imperfect compensation mechanism,and proposes measures such as strengthening information disclosure,improving civic participation,enhancing propaganda and popularizing science,and improving the compensation mechanism To improve the government ’s ability to manage Contamination-related NIMBY conflict... |
