| Since the national development and reform commission and the national tourism administration issued the "national eco-tourism development plan(2016-2025)" in 2016,it has clearly put forward the mechanism of ecological compensation and innovative development of the eco-tourism industry,and gradually established a two-way virtuous circle of eco-environmental compensation and tourism industry development.In 2016,the National Development and Reform Commission and the National Tourism Administration issued the "National Ecotourism Development Plan(2016-2025)",which explicitly proposed ecological compensation and innovative development of the ecotourism industry mechanism,and gradually formulated a virtuous cycle paradigm of environmental compensation and environmental protection tourism industry.Later in the report of the 19 th National Congress of the communist party of China(CPC),there are also core contents including the important strategic thought of ecological civilization construction,the historic reform in the field of ecological civilization construction and environmental protection.In the context of the state's continuous attention to ecological environment problems and the still se vere natural conditions,Gannan should be paid enough attention to the economic development and ecological environment restoration.The establishment of a sound legal mechanism for tourism ecological compensation in Houshu can not only respond positively to the policy call of ecological civilization construction,but also implement the strategy of sustainable green development on the basis of paying attention to local diversified tourism resources and fragile ecological environment.The to urism-related industry revenue will be invested in the restoration and protection of Gannan's ecologically degraded areas,and the trend will meet the growing tourism consumption demand of Chinese citizens,thereby optimizing Gannan's industrial structure and providing poor residents with more entrepreneurship and employment channels.The establishment of tourism ecological compensation in Houshu should not only achieve the emergence and prosperity of other tertiary industries with th e tourism industry as the core,but also regulate the local tourism and service industry,and formulate relevant laws and regulations to enhance the legal awareness of ecological compensation and the development of tourism industry confidence.This paper is primarily based on the inquiry and understanding of the development background and research significance of tourism ecological compensation.Secondly,an empirical analysis is made with the help of Gannan tourism ecological compensation feasibility,legal mec hanism legislation and practice.Based on the empirical analysis of the defects in the legal mechanism of tourism ecological compensation in our state,this paper mainly discusses the current situation and the operation of the mechanism,and further guides the establishment of the relevant legal system in our country by analyzing the advanced experience of developed countries outside our state.In the end,the author puts forward Suggestions on the improvement of the legal mechanism of Gannan tourism ecological compensation from three aspects: the definition of legal relationship,the thinking of legal system and the improvement of legal mechanism. |
