Ecological environment creates a number of conditions of environmental resources for human social, economic and cultural life, which is essential for the existence and development of human society foundation. In 2005, the State Council promulgated "the decide of the State Council about Implementing the Scientific Concept of Development and Strengthening Environmental Protection" (No.9 Document in 2005 of the State Council), which donated that "To improve the ecological compensation policy and establish ecological compensation mechanism as soon as possible, the central and local fiscal transfers should take factors of ecological compensation into account, state and local government can carry out pilot project of ecological compensation separately. "With the theory of the recycling economy, ecological compensation mechanism is conducive to the realization of social equity and adjustment of the relation between the beneficiaries on ecological environment and people who protect environment, which can balance development among regions by some measures, helping improve people's livelihood. This paper has studied the current research situation, including the current foundation and theoretical basis of ethical of ecological compensation, institutional support, financing, and foreign research methods of ecological compensation mechanism.In order to ensure the effective functioning of ecological compensation, the fundamental nature of ecological compensation mechanism, which is based on ecological compensation, is specific ecological compensation which developed specific job content and arrangements of specific operation. Accordance with western circulation economic theory and Chinese scholars'explanation of circular economy, circular economy is an theory with a core which is a highly efficient use of resources and recycling, which has principle of "reduce, reuse, recycle", with the basic features of "low consumption, low emission and high efficiency" and according to sustainable development model of economic development. The mechanism of ecological compensation is a part of the theory of recycling economy. Recycling economy can be good for the eco-compensation mechanism to provide technical and theoretical support for the operation.Structure of mechanism of ecological compensation system should include: the main body of ecological compensation, the object of ecological compensation, ecological compensation standard, ecological compensation means, ecological compensation period, the internal monitoring of ecological compensation performance measurement. According with principle of compensation, Chinese current implementation of ecological compensation mechanism can be divided into pollution treatment ecological compensation mechanism, the ecological compensation mechanism of policy changes, the ecological compensation mechanism of protection of ecological resources and ecological compensation mechanism of nature reservation. The problems of current implementation of ecological compensation are exist, as low efficiency, lack of effective supervision; regard government compensation as the main subject, overlook market compensation; the lack of specific standards of ecological compensation and low standards of ecological compensation; shortcomings of ecological compensation mechanism design and other issues. There are constraints with ecological compensation, which cannot play its role of balanced benefit to achieve its ultimate objects that ecological interests have been adjusted and promote environmentally friendly development has been promoted.In addition to specific arrangements for standardization of content, the improved ecological compensation mechanism should include clear running path, which is from the basic decision-making to the standard decision-making, to the level of assessment, and ultimately to achieve the goal of ecological compensation. Ecological compensation model can guide the theory and practice of ecological compensation, which is generally including government transfer payment model and the model of government funds, the model of ecological property transactions and the model of ecological consultation trade, the ecological tax model and the eco-labeling model.The effective ecological compensation system should have this necessary institutional support, including the institutional arrangements relating to government action, the institutional arrangements of practice standards, the institutional arrangements of safeguarding the interests of relevant, the institutional arrangements relating to laws, regulations and judicial proceedings.
