Coal occupies an important position in the primary energy structure of our country.The resource condition of more coal and less oil determines that the energy consumption structure dominated by coal will not change in the short term,and the demand for coal will increase steadily with the economic development.In order to cooperate with the railway construction from western Inner Mongolia to Central China,support the further development of the economy and industry along the Yangtze River,and guarantee the coal supply in Hubei Province and its surrounding provinces,a coal storage and transfer basis has been built in Jiangling County,Jingzhou City by Hubei Coal Investment and Developing Co.,Ltd..Due to the operation of coal terminal is vulnerable to season,environment,trade and other factors,there are a large number of contingency and uncertainty factors.Any faults in the production will cause huge losses to the enterprises,which will affect the regional coal supply and demand.Therefore,identifying and evaluating the potential risks in the production process of Jingzhou Coal Terminal,and putting forward the risk control strategy are of great significance to the safety production of the coal terminal.Based on the analysis of the current situation of Jingzhou Coal Terminal,existing problems in safety management were explored in this paper.By comparing a large number of typical accident cases of coal terminal,main types of production accidents of general coal terminal were summarized.Various risk factors affecting the production of Jingzhou Coal Terminal were identified by means of system analysis and expert questionnaire.In order to sort out the relationship among the risk factors,the Interpretation Structure Model(ISM)is used to evaluate the risk factors,and the hierarchical relationship among the risk factors is divided.Finally,it is determined that the equipment factor is the surface risk factor,the environment factor is the middle risk factor,and the human factor and the management factor are the deep risk factors.In order to reduce the possibility of accidents,measures that can effectively control various risks were summarize.Based on the interaction between control measures and risk factors,a System Dynamics(SD)model is constructed.By changing the input amount of risk control,the input proportion of each subsystem and the input conversion rate,the model simulation is carried out to compare the changes of the overall risk level of the system and the risk level of each subsystem under different schemes,and to clarify the risk control optimization measures that can be taken in the production process of Jingzhou Coal Terminal,so as to achieve the best accident control effect and reduce the cost of enterprise risk control at the same time,and provide decision support for terminal management to carry out risk management.Finally based on the above analysis and calculation results,some risk control countermeasures and suggestions were put forward,such as taking the construction of port safety culture as a guide,popularizing the application of information technology as a means,focusing on improving the comprehensive quality of personnel,and strengthening the supervision of the whole process,trying to providing reference and guidance for the risk management of Jingzhou Coal Terminal.
