Traffic is the important foundation and support of economic development and the important guarantee and symbol of social progress.At the 19th national congress of the Communist Party of China(CPC),it was proposed to strengthen the construction of infrastructure networks such as railways,highways,water transport and aviation to build a country with strong traffic network.In 2018,Shandong province compiled the mid-and long-term development plan of Shandong province’s comprehensive traffic network(2018-2035),marking that the province has entered the period of urban traffic hub construction.Urban traffic hub is characterized by large construction scale and high building density,large and highly concentrated passenger traffic,complex types and many ways,and overlapping management interface and responsibilities.T herefore,the safety of urban transportation hub is very important for the stability of urban security system.Taking the transportation hub of Jinan east railway station as an example,this paper analyzes the characteristics of the safety risk of the urban transportation hub,summarizes the types of the risk sources,identification methods and risk assessment methods of the urban transportation hub,and then classifies the risk sources according to the characteristics of Jinan transportation hub Finally,the innovative work management group mechanism and prevention emergency management system are put forward.The main conclusions were as follows:(1)Based on the principle of safety risk identification of urban transportation hub,the advantages and disadvantages of common identification methods are summarized based on the principles of integrity,accuracy,systematicness and scientificity.It is concluded that the safety risk of urban transportation hub should be identified by combining safety checklist method with fault tree analysis method.Then,based on the risk source identification principle of system division,the preliminary identification and specific identification of risk sources are discussed.Finally,based on the identification of risk sources of emergencies,the fault tree of urban transportation hub is compiled by using fault tree analysis method.(2)Taking the transportation hub of Jinan east railway station as a specific case,the safety risk assessment is carried out.This paper first introduces the design principles,standards and characteristics of the traffic hub of Jinan east railway station,and then compiles the fault tree of fire accident and explosion accident by using the fault tree analysis method,so as to establish the safety risk index system of the traffic hub of Jinan east railway station,and then quantifies the safety risk evaluation index of the traffic hub of Jinan east railway station Finally,the corresponding risk control measures are formulated according to different risk levels.(3)Based on the analysis of the safety management modes of transportation hubs at home and abroad,three safety management modes are summarized,which are line type,centralized type and hierarchical type.Taking the traffic hub of Jinan east railway station as the background,aiming at the problems of overlapping management systems and loose connection among various safety management modes,the concept of integrated management in project group management mode is introduced into the operation and management mechanism of Jinan East Railway Station transportation hub,and then the urban traffic is preliminarily established based on the safety risk management factors of Jinan east railway station traffic hub This paper summarizes the composition and characteristics of the integrated monitoring and control system of urban transportation hub,analyzes the integrated mode of integrated monitoring and control system,and finally studies the functional mechanism of emergency prevention management system of Jinan east railway station.
