Research On The Construction And Application Of Safety Risk Prevention And Control Management System In HD Coal Mine

With the rapid improvement of open-pit coal mining equipment,China's open-pit coal mining industry has developed rapidly.Open-pit coal mining has made continuous progress in scale,process,technology and management,and has become the second largest coal mining power in the world.However,relative to the output development of open-pit coal mine,the safety management of open-pit coal mines in China is relatively backward.For a long time,the experience management has been given priority,and the safety management mainly relies on administrative promotion.The front-line personnel's weak safety awareness,safety system is not perfect,safety responsibility system can not be put in place and other prominent problems.Compared with coal mine,the open-pit coal mine has better mining conditions,visible mining face and high degree of mechanization,and most safety risk factors can be forewarned in advance.However,the current safety management of most open-pit coal mines are still at the level of in-process and post-management,so it is impossible to achieve pre-control in advance.Taking HD opencast coal mine as an example,this paper discusses how to change the safety risk of opencast coal mine from control in the process and after the event to pre-control in advance,and constructs the safety risk prevention and control management system of opencast coal mine and studies the practical application of the system.The first chapter introduces the background and significance of this paper,the research status at home and abroad.The second chapter introduces the basic theories of safety risk management and safety risk pre-control,and expounds the relevant methods of risk management.The third chapter introduces the safety risk management present situation of HD open-pit coal mine,from the basic situation of HD open-pit coal mine and present situation analysis of security risk management,summarizes the HD open-pit coal mine safety risk lack precontrol management,the unscientific risk source identification method,the large subjectivity of risk management,the lack of dynamic improvement of risk management,the incomplete risk management guarantee and so on five major problems.According to the problems raised in the third chapter,the fourth chapter constructs the safety risk prevention and control management system,and defines the operation mode and continuous improvement mode of the system.The fifthchapter takes the HD opencast coal mine as an example to study the application of the safety risk prevention and control management system.Firstly,13 main risk sources in 4 production stages of HD opencast coal mine,including penetrating,mining,transporting and discharging,are identified by means of interview and task method.Secondly,the risk factors were quantitatively analyzed with the analytic hierarchy process method,and six risks including blasting injury,slope instability and collapse risk,vehicle injury risk,water damage,electrical injury risk and fire risk were evaluated,and the risk levels were divided.Thirdly,according to the characteristics of different risk sources,the monitoring mode and information collection and transmission mode are determined.Fourth,according to the risk level and monitoring situation to carry out risk early warning.Fifth is the risk control measures.The sixth chapter introduces the organization,system,technology,capital,culture and other safeguard measures to realize the safety risk prevention and control management system.At the end of this paper,it summarizes this paper and puts forward the prospect.
