The natural ecological space is a space carrier that carries natural resources such as mountains,water,forests,fields,lakes,grasses,and mines.It is the most important land space for building a beautiful land,developing a green economy,and shaping a better life.Since the reform and opening up,with the acceleration of industrialization and urbanization,the demand for production and living space in the national economy and social development has been increasing.Unreasonable urban construction,industrial production,mineral development and other human activities have occupied a large amount of natural ecological space.As a result,the regional ecological service function is reduced and the ecological environment sensitivity is increased,which in turn leads to a series of increasingly serious ecological and environmental problems,which pose a serious threat to China’s national land ecological security and green cycle development.To this end,scientifically delineating the boundary of natural ecological space protection and strengthening the control of natural ecological space use has become an urgent task.Based on the above understanding,under the policy background of China’s ecological civilization system reform and spatial planning system reconstruction,based on the actual needs of the current natural ecological space use control system construction pilot exploration,Changsha City is used as a typical case area,with the help of ArcGIS geospatial analysis Technology,using the weighted comprehensive index method,NPP quantitative index method,spatial aggregation optimization model,two-dimensional correlation judgment matrix method and other technical means,the city-level natural ecological space protection boundary delimitation,use control zoning,zone control strategy and other key Issues are discussed in depth and empirical research,with a view to providing case inspiration for the effective implementation of natural ecological space use control in various regions in the future.The main research contents and conclusions are as follows:(1)Boundary demarcation of natural ecological space protection in changsha.With the help of ArcGIS geospatial analysis technology,quantitative methods such as weighted composite index method,NPP quantitative index method,and spatial aggregation optimization model were used to scientifically delineate the protection boundary of natural ecological space in Changsha.The research results show that the total amount of natural ecological space in Changsha City is approximately5791.08 km~2,accounting for 48.96%of the city’s land area,covering94.14%of forests,1.03%of grasslands,4.11%of wetlands and 0.42%of wasteland,mainly distributed in Zhangfang Town,Daweishan Town,and Chengtanjiang Town in Liuyang city,Qingshanqiao Town,Longtian Town,and Xiangzikou Town in Ningxiang City,Shuangjiang Town,Ansha Town,and Lukou Town in Changsha County,and other areas.(2)Natural ecological space use control zoning in changsha.On the basis of demarcating the protection boundary,the"top-down"method and the"double evaluation"two-dimensional correlation judgment matrix are adopted to conduct the secondary zoning of the natural ecological space in changsha.The results show that:the rigid natural ecological space of changsha city is 1116.79 km~2,and the elastic natural ecological space is4674.29 km~2,accounting for about 9.44%and 39.5%of the land area of the city.Under the rigid natural ecological space,the core area of the ecological red line is 565.51 km~2,and the important area of the ecological red line is 551.28 km~2,accounting for about 4.78%and 4.66%of the territory of the city.Under the elastic natural ecological space,the ecological conservation buffer zone is 2,625.96 km2,and the ecological compound development area is 2,724.72 km~2,accounting for about22.20%and 23.3%of the total land area of the city.(3)Natural ecological space zoning control strategy in changsha.Use control measures in accordance with the natural ecological space(try out)"and"natural ecological space use control pilot program"relevant provision,a unified basis,classification,gradation,switch to license,inventory management,implementation of the basic principles of security,monitoring and supervision,in changsha natural ecological space partition control strategy put forward the following Suggestions:one is the formulation of unified control on the basis of natural ecological space partition of;The second is to strengthen the management of license and inventory of natural ecological space;Third,to formulate the classification and classification of natural ecological space control rules;Fourth,we will improve the supporting mechanism for the zoning control of natural ecological space. |
