Study On Strengthening The Responsibility Of Environmental Governance Of Local Government

Environmental issues are related to the development of human society and the development of national development.The Party's report at the 19 th National Congress emphasized that it is necessary to speed up the reform of the ecological civilization system and build a beautiful China.“Insist on the lucid waters and lush mountains are invaluable assets”,which puts new demands on the current environmental protection and governance work.The environment has public attributes.In terms of ecological environmental protection,local governments are the main responsible persons of the regional ecological environment.The government plays a leading role in environmental protection and governance.In addition,China has a vast territory and different environmental problems.On the issue of environmental protection and governance,local governments have a better understanding of the actual environment of the region and environmental governance in the region.It has more voice and has an unshirkable responsibility for environmental governance.Strengthening the construction of ecological civilization and building a beautiful China requires strengthening the local government's responsibility for environmental governance.This thesis starts with the connotation and related theories of government environmental governance responsibility,and combines the basic connotations of government responsibility,government environmental governance responsibility,and environmental governance responsibility,using public goods theory,the theory of power and responsibility and the theory of responsible government to analyze the local government's responsibility for environmental governance.The current experience and current situation,the main problems are: the environmental governance system is backward,it is difficult to meet the national environmental protection requirements;one-sidedly seek economic growth,neglect environmental governance responsibility;old governance,limited ability to perform duties and excessive emphasis on governance efficiency,triggering other Four aspects of social issues.According to the status quo of environmental responsibility,the main reasons that affect the local government's fulfillment of environmental responsibility are: environmental governance system constraints;lack of environmental governance;lags in environmental governance and weak environmental responsibility.According to the analysis of the local government's performance and reasons in the process of environmental pollution control,it puts forward some suggestions and opinions,and proposes countermeasures to strengthen the responsibility from four angles: consolidate the environmental governance system foundation;improve the environmental governance incentive mechanism;Improve environmental governance methods and serious environmental governance accountability systems.In short,in order to properly implement the local government's environmental responsibility,we must start from strengthening the local government's environmental governance responsibilities,promote the ecological civilization construction to achieve new results,and realize the construction goals of green mountains and beautiful China at an early date.
