Study On The Ecological Function Of Resource-Based City Government

Yangquan city of Shanxi Province is a typical resource-based city known as"anthracite base".In its long-term development,the city has a series of problems such as structural contradiction,institutional malpractice and ecological environment destruction.The government has been neglecting the protection of the ecological environment for a long time.In the process of economic growth,the absence of the ecological fction of the government makes the ecological environment problem more and more serious.In order to avoid resource exhaustion and take the road of sustainable development,the government should give full play to its ecological functions.Therefore,it is of great academic value to study the ecological function of the government in resource-based cities.This paper takes the theory of governm ent functions,sustainable development and the development concept of ecological civilization as the research basis,and combines the new requirements of sustainable economic development of resource-based cities on government functions to define the role of government in economic development.The main point of this paper is to combine the economic function and ecological function of resource-based cities in the process of continuous development,develop circular economy and build ecological civilization.The development of resource-based cities is closely related to the resources they have.In this process,ecological environment has paid a heavy price.Under the current background of The Times,how the government should fulfill ecological functions,seize the opportunity to build ecological civilization and improve ecological environment is particularly critical.It can provide some theoretical reference for the study of the ecological function of the government of resource-based cities,and also provide reference value for the government of other resource-based cities like Yangquan to play its ecological function and promote its development.The innovation of this paper lies in that it takes Yangquan,a typical resource-based city,as the main research object and USES empirical analysis to analyze the ecological construction of Yangquan city,and puts forward the status quo,existing problems and causes of the ecological functions performed by Yangquan City government.Based on the problems analyzed above,this paper tries to find the way to solve the ecological civilization construction in resource-based cities.
