With the rapid development of economy, science and technology, people’s growingability to transform nature, to use more and more natural, but also to bring a lot of pressure onthe natural, social development has encountered many problems. These challenges to thedevelopment of the city is a big constraint, so people on the basis of proposed “ecologicalcivilization city” concept. Our congress, the official presentation of the “ecologicalcivilization city” concept, and write it to the country’s political program, which marks theofficial start of construction of ecological civilization city. Since then, the construction ofecological civilization city urban development a direction.The city is a kind of resource-based functions of the city. Its economic development ismainly dependent on resource-based industries. In many cities in our country, there are119resource-based cities, accounting for about1/6of the total number of cities. This type ofurban development is essential. In recent years, due to the use of unreasonable and excessiveexploitation of resources, so that this type of social contradictions increasingly prominentcities, resulting resources are depleting, mining costs increase, the industrial structureabnormalities, city and business functions perversion, resources over-exploitation resulting inincreased ecological damage, environmental pollution and other common problems. Theseproblems seriously hampered the sustainable development of resource-based cities. Especiallywith the rapid development of modern science and technology, new materials and new energyapplications more widely, it weakens the position of resource-based cities had some greatextent, accelerated the decline of resource-based cities. To help get rid of these crisesresource-based cities, resource-based urban ecological civilization city imperative.Based on the current situation of ecological civilization and resource-based urbandevelopment analysis, focusing on the status of China’s coal resource-based cities studied,and from our64coal resource-based cities in the region selected by the11typical coalresources city, from economic, environmental and resources of the three aspects of thisspecific analysis and research status of11cities, draw the main problems of China’s coalresources city is the economic structure is irrational, excessive dependence on the coalindustry; serious environmental pollution, environmental issues more prominent; irrationalexploitation of coal resources, coal production gradually less and overall energy consumptionis too high. Construction of ecological civilization city largely solved these problems for thedevelopment of coal resources city provides a new direction. In this article11typical coal resources city, in Shanxi Province as an example, from two aspects ofgrowth and maturity model, USES the analytic hierarchy process (AHP), the coal resources city in ShanxiProvince are analyzed and the evaluation on the construction of ecological civilization city, and particularlyof Taiyuan city’s ecological civilization construction is studied. Analysis results show that the currentgrowth in Shanxi coal resource-based cities of ecological civilization construction level is medium, maturecoal resource-based cities, only Taiyuan city and ecological civilization of Jincheng city reached a goodlevel, there is a great progress in the development of space. And from three aspects: economic, social,environmental and resources of the urban ecological civilization city construction and put forward thecorresponding countermeasures and suggestions.
