| At present,China’s economy has shifted from a stage of high-speed growth to a stage of high-quality development.It is in a critical period of transforming its development mode,optimizing its economic structure and transforming its growth momentum.Resource-based cities,as China’s important energy resources strategic guarantee base,are an important support for the sustained and healthy development of the national economy.However,because they are different from other types of cities,resource-based cities are not only unavoidable for their dependence on resources during the industrial transformation process,but are often accompanied by serious ecological pollution and unsustainable development.Therefore,many resource-based cities are now facing the embarrassing situation of the exhaustion of the city and the serious destruction of the ecological environment,which is inconsistent with the internal requirements of China’s high-quality economic development.In this context,how to effectively solve the development dilemma of resource-based cities that "has neither resources nor economy" is a key issue that must be faced in the process of ecological transformation and development of resource-based cities in China.In addition,according to local conditions,different types of resource-based cities should adopt different development paths.Therefore,there is a lack of reference and comparability among different types of resource-based cities,and it is urgent to establish a methodology system from the source and guide the ecological transformation and development of the city itself based on the actual situation.In this paper,Jining,a typical coal resource-based city,is selected as the research object.On the basis of drawing on previous studies,and in accordance with the research idea of "retrospective evaluation--health diagnosis--path analysis",we strive to put forward the development path of ecological transformation according to local conditions through mechanism analysis and quantitative analysis.Firstly,the emergy analysis index system is established from three aspects:basic emergy flows,emergy index of natural-economic-social subsystem and emergy sustainable development index,and the ecological development level of Jining urban eco-economic system in recent ten years is evaluated retrospectively.The results show that the development of Jining’s urban eco-economic system is highly dependent on local non-renewable resources.Therefore,although Jining’s economy has developed rapidly and people’s quality of life has been improved rapidly,environmental pressures continue to increase and the level of sustainable development continues to decrease.Through the identification and analysis of key substances,coal resources are the key substances restricting the sustainable development of Jining’s urban ecosystem.Therefore,it is an effective way to realize the sustainable development of Jining’s urban eco-economic system by transforming its economic development mode and reducing its excessive dependence on coal resources.Secondly,according to the VOR model of ecosystem health and the definition of urban ecosystem health,the index system of Jining urban ecosystem health evaluation is constructed by combining the emergy index with traditional economic and social indicators,and the evaluation standard of urban ecosystem health index system is determined.The combined weight method is used to determine the weight of each index and the fuzzy mathematical evaluation method is used to diagnose the health status of Jining urban ecosystem in recent ten years.The results show that from 2008 to 2017,the Jining urban ecosystem experienced a gradual transition from unhealthy to sub-healthy to healthy state.Finally,the paper builds a set of methodological systems suitable for the research on the development path of ecological transformation of resource-based cities in China,which can provide useful reference for the ecological transformation of other resource-based cities in China.In other words,with the idea of tracing the source and classifying factors,and combining with the actual situation of the research area,an ecological promotion path is proposed according to local conditions.Above all,based on the obstacle degree model,the main obstacle factors affecting the healthy development of urban ecosystem in Jining are analyzed as follows:environmental load ratio(C22),the ratio of renewable resource(C7),and the proportion of environmental protection in financial expenditure(C19).Based on the retrospective evaluation of emergy analysis,the key material that restricts the sustainable development of ecological economic system in Jining city is coal.Then,divide the above key factors into two categories.One category is related to energy resources,and the other category is related to ecological environment.In the end,from these two aspects,the ecological improvement path of Jining’s urban ecosystem is proposed according to local conditions.In terms of energy resources:optimize the industrial structure,improve the energy utilization efficiency of key energy-consuming industries,and rationally develop and utilize local renewable energy;in terms of ecological environment:increase environmental governance,comprehensive improvement of coal mining subsidence areas,and division of ecological function protection zones. |
