Research On The Project Management Of Double-layer Tank Transformation At Da Jie Gas Station

In the design and use of gas stations of the current operating nature in China,they should abide by the national standard "Gas Station Leak Pollution Control Standard" issued by the State in 2014,and the "GB50156 Automobile Refueling Station Design and Construction Code" proposed in the two documents,gas stations should use the prescribed double-layer oil storage tanks,or add a single-layer oil tank with impermeable tanks and other standardized storage facilities.At present,China's domestic operation of the state of gas stations,most of the use of single-layer steel horizontal buried oil tanks.Because these tanks are buried underground all year round,they will inevitably be corroded for various reasons,oil leakage,resulting in soil and groundwater source pollution,and even cause fire,explosion and other personal casualties of the safety production accidents.China National Petroleum Corporation,Jilin Province,a sales branch of the main street gas station,is a operating vehicle fuel(ethanol gasoline,diesel)retail gas station,the national standard,the gas station double-layer tank transformation project.This paper takes the renovation project of double-layer oil tank in main street gas station as the research subject.On the basis of combing and defining the concept,content,process and methods of project management and engineering project management,and according to the investigation results of the actual situation of the project,the whole process of the scheme design and implementation is systematically and deeply analyzed by using the basic theories of project time planning management,quality management and risk management in the project management.This paper also summarizes the experience and puts forward some important safeguard measures for the organization,system,equipment and safety of the renovation project of double-layer oil tank in main street gas station.This project comprehensively considers a variety of influencing factors of this project,and works out a more scientific and reasonable goal and renovation plan of the project.The time management of the project is realized through the formulation,implementation and control of the project time management plan.The formulation and audit of the engineering quality system effectively ensures the quality of engineering,and the possible risk of the project is reduced to the minimum from identification,analysis to the formation of risk management plan and related countermeasures.On the basis of summarizing the experience,this paper puts forward some important safeguard measures for the organization,system,equipment and safety of therenovation project of double-layer oil tank in main street gas station.The support of higher authorities and the optimized organizational structure of construction units provide an important organizational guarantee for the smooth development of the project.The system construction of contractor admittance,"point and environment source" assessment of construction project,project schedule control and project quality supervision provides the fundamental system guarantee for the implementation of the project.Timely,adequate and high-quality material supply has laid the equipment guarantee for the smooth progress and timely completion of the project.The access management of the contractor,the safety training of the project team,the establishment of the safety production guarantee system and the safety supervision throughout the construction have laid an important safety guarantee for the smooth implementation of the project.
