In recent years, with the water environment pollution and the shortage of waterresources, the urban development process has met unprecedented challenges.Decline of the urban water environment quality and the existential crisis caused bythe decline have become an important topic of China’s urban development. Tianjin isshort of water seriously, therefore, in order to relieve the burden of Dagu drainageand the Bohai Bay, realizing the stable, sustainable development situation, the StateCouncil and the municipal government have made requirements as follows: themunicipal (town) sewage treatment plants, which are under construction and havebeen put into operation, should finish the denitrification facilities construction by theend of2008, and should achieve the drainage discharge standard B level by2010.So,the secondary biochemical sewage treatment systems of Tianjin, which have alreadybeen built, must undergo the innovation, in order to reduce the total discharge ofpollutants.This research is about the economic and technical management for the upgradingand reconstruction project of Tianjin Xianyang road wastewater treatment plant. Thewastewater treatment plant is bearing the sewage treatment task of the "Xianyangroad drainage system". Its design processing capacity is450000m3/d, and itseffluent has reached the secondary standard of the Integrated Wastewater DischargeStandard "(GB8978-1996). At the same time, the engineering has a total investmentof1.2billion RMB; moreover it has21km sewage pipes outside the factory and twosewage pumping stations. The sewage treatment adopts A/O technique to realizephosphorus removal and denitrification, and the sludge treatment method is2-levelanaerobic digestion process at middle temperature.The main task of this transformation of Xianyang road wastewater treatmentplant is improving the effluent’s quality from secondary level to the first grade of Bthrough the process of upgrading, outlet water will by level2to ascend to the level1B standard. thus it must make a comprehensive reform of the sewage and sludgetreatment technology, structure, equipment, electrical, automatic control, readjust the assembly drawing layout and underground pipeline, and reconstruction project whichinclude increase sludge water pretreatment system, the sludge disposal system anddeodorization system.By contrast, the reconstruction project recommended is "enhanced biologicaldenitrification"; Xianyang Road waste water plant uses dosing machine pressurefiltration process as the sludge treatment method, while Jizhuangzi treat the sludgethrough oxic groove fermentation process.In addition, we can obtain the total investment is310.9739million yuan aboutXianyang road wastewater treatment plant transformation project through thereconstruction project investment budget and economic analysis. This investmentincluding the first part of the project which cost248.9976million yuan, new unitsoperating cost0.60yuan/m3after the transformation.This research have certain implication to our country wastewater treatment plantupgrading of economic and technical engineering management, as well as the designof transformation process.
