| During the period of industrial civilization, under the control of the absolute rationality of anthropocentric values, the technical transformation and utilitarian use of nature by mankind intensified the contradiction between man and nature. The outbreak of the ecological crisis has become a bottleneck restricting the further development of mankind, which directly affects the sustainable development of people. The current international ecological governance in the world is in a stalemate due to the problems of ecological resources and responsibility allocation;China not only faces tension between sustainable economic development and effective ecological protection, but also allocates ecological resources rights and responsibilities among regions, urban and rural areas and different groups and classes, the misalignment and deviation, the appeal for the benefits and values of ecological justice emerging. This article studies ecological justice and its realization. It explores the root causes of ecological crisis from the perspective of justice, and proposes the corresponding path to achieve ecological justice. It helps to respond to the current ecological crisis concerns, further deepens the understanding and cognition of ecological civilization, and enriches theoretical research. This will help build an ecological governance system and modernize governance capabilities. This article is based on the theory of ecological justice in the knowledge of philosophy, politics, ecology and economics, and adopts a cross-disciplinary research method and a unified method of history and logic to explore the theoretical and practical issues of ecological justice.Based on the definition of ecological justice,an ecological justice system sets up from four aspects: ecological culture, ecological economy, ecological space, and ecological procedures. It further explains the problems of ecological justice and proposes measures and ways to achieve ecological justice. The main contents of this paper are as follows:First, the definition of the connotation of ecological justice explains its richness from five aspects. The comprehensive nature of ecological justice and the diversity ofjustice determine the richness of its connotation: From the perspective of human beings’ original instinct in pursuing fairness and justice, justice is the fundamental characteristic of ecological justice;from the conditions of the environment in which justice is played, ecological justice is conditional; From the perspective of the continuity of human reproduction and the one-way nature of individual life, ecological justice is dynamic;ecological environment is a public good, and ecological justice is delocalized. The ultimate purpose of ecological justice is to achieve the harmonious coexistence of man and nature, the equal sharing between people, and the internal unity between them.Second,Content of ecological justice.Ecological justice is a system ecological project, which requires mutual support and effective connection between the subsystems, including the ecological and cultural justice of the community’s ecological consciousness including non-human beings, the ecological economic justice and restoration of the uniqueness of the economy ecological spatial justice due to natural distribution and development and ecological procedural justice of laws, regulations and evaluation standards that regulate ecological behavior.Third, the problem of ecological justice. The issue of ecological justice is the result of the combined action of multiple factors, including the weak ecological awareness of the community at the cognitive level of each ecological activity subject, the economic development model led by the capital logic that the economy has become the source of all progress, and the uneven distribution of ecological resources in space and time has exacerbated ecological rights. The ecological governance deficit caused by the misplacement of exercise and ecological responsibility and the lagging and suspended supply of the ecological system.Fourth, the path to achieve ecological justice. The realization of ecological justice needs to be promoted from multiple angles and in all directions.First of all, citizens need to establish an awareness of the ecological community, correctly understand the relationship between humans and nature, and fully affirm and respect the importance of non-human beings;secondly, the prominent contradictions of ecological justice are manifested in the economic field.Promoting and achievingecological justice requires reducing the tension between economic development and ecological protection through the discipline of capital to achieve a balance between the both.Thirdly,it promotes the fair distribution of ecological resources,so that the exercise of ecological rights is equal to the responsibility of ecological responsibilities.Last, the effective protection of ecological rights and ensuring the fulfillment of ecological obligations also lies in the establishment of a comprehensive system of ecological justice systems, including ecological early warning systems, ecological ethics review systems, supervision systems, accountability systems, and compensation systems,to provide sufficient institutional basis for the realization and assurance of ecological justice. Finally, advocating the establishment of a shared consciousness of destiny, maintain restrained anthropocentrism values, balance the tension between development and sustainability, and promote the sharing of ecological resources’ rights and interests and the sharing of ecological responsibilities through effective collective action and global cooperation to maintain the ecology justice. |
