Research On Ecological Environment Governance Of Township Government

The township government is the "node" connecting the county government,the city and the village committees,and the countryside.Its basic role is directly related to the implementation and implementation of the ecological civilization construction and rural revitalization strategy.The township government's ecological environment governance specifically refers to the township-level government's rational use of its powers and functions in accordance with laws and regulations,and the guidance of multiple parties to participate in the township's series of prevention and control of air pollution,water pollution and soil pollution,and the village and town's human settlement environment.Behaviors such as improvement,optimize the ecological environment of towns and villages to the greatest extent,and promote the improvement of human settlements in towns and villages.It has the characteristics of direct governance and limited power.Based on the analysis of the specific case of town X,the status quo of the township government's ecological environment governance is sorted out from the aspects of governance main body,content,method,effectiveness,and problems.In view of the problems of low participation of governance subjects in environmental governance,governance work being passive,insufficient supply of environmentally friendly public products,and unsustainable governance effects,we explored the internal reasons for its emergence,and believed that there are three main factors that affect its ecological environment governance effect.First,the logical conflict of subject behavior.Enterprises,the public,and environmental organizations have their own behavioral logic,and it is difficult to form a joint force for environmental governance without the influence of external forces.Second,the township government has an institutional dilemma.Including the imbalance of power and responsibility caused by overweight,the financial constraints caused by less money and more things,and the formalism caused by more things and fewer people.Third,the lack of grass-roots collaborative governance field.No matter the public or environmental protection organizations have little room to express their opinions in the process of township environmental governance,the township government cannot provide them with a practical channel to reflect problems under the pressure of environmental governance.Therefore,on the basis of comparative analysis of various governance theories,the countermeasures for township ecological environment collaborative governance are put forward.First,create a healthy legal environment for environmental collaborative governance and lay the legal foundation for the development of grassroots collaborative governance.Second,build an incentive mechanism for collaborative governance of the ecological environment to encourage different actors to actively participate in environmental governance.Third,establish an information communication mechanism for ecological environment governance to increase the sense of security and trust among governance subjects.Finally,construct a coordination mechanism in the process of ecological environment governance and strengthen the coordination supervision mechanism in the later period to provide ideas for the township government to deal with the systemic dilemma.
