Research On Government Coordination In Beibu Gulf Regional Environmental Governance

With the continuous acceleration of economic development,the importance of the development of Guangxi Beibu Gulf has become increasingly prominent,and the contradiction between economic development and the protection of coastal ecological environment has become increasingly acute.In the pursuit of regional economic development at the same time to maintain the rational development of resources has become the primary task of Guangxi Beibu Gulf,but also to promote the sustainable development of local economy and ecological environment,the key issue of maintaining marine resources.This paper takes the ecological environment governance of Beibu Gulf Economic Zone as the theme,takes the collaborative governance as a new entry point,and based on the collaborative governance theory,the holistic governance theory and the theory of "green water and green mountains are golden mountains and silver mountains",carries out the research through the methods of literature analysis,case analysis and system analysis.First,combined with the collected materials and research data,this paper studies the current situation of government collaboration in the Beibu Gulf regional ecological environment governance,and summarizes the population and key parks in the Beibu Gulf region.The main measures of eco-environmental control in Beibu Gulf region were elaborated from three aspects of water pollution,soil pollution and air pollution.This paper summarizes the main achievements of the collaborative governance of the ecological environment in the Beibu Gulf region from four aspects: the establishment of a multi sectoral joint conference system for environmental protection,the launching of several joint special remediation activities,the strengthening of capacity-building and division of responsibilities,the improvement of the level of environmental supervision,and the formulation of a special plan for the protection of the ecological environment in the Beibu Gulf region.Secondly,from the aspects of imperfect guarantee of ecological environment governance,uncoordinated participation in ecological environment governance and unimpeded operation of ecological environment governance,the paper summarizes the existing problems of ecological environment collaborative governance in Beibu Gulf region.Finally,combined with the existing problems of collaborative environmental governance in the Beibu Gulf region,this paper analyzes the problems from the following aspects: constructing the concept of integrated development of ecological environment in the Beibu Gulf region,speeding up the construction of ecological environment legal system in the Beibu Gulf region,cultivating the construction of ecological environment protection community in the Beibu Gulf region,building a multi governance collaborative model led by the Beibu Gulf regional ecological environment government,and promoting the development of the Beibu Gulf region This paper puts forward the countermeasures and suggestions to improve the ecological environment collaborative governance ability of Beibu Gulf Economic Zone from five aspects of the guarantee measures of ecological environment collaborative governance.
