With the vigorous development of China’s hazardous chemicals industry,it has gone through the development process of the western developed countries in the past 100 years in just 20 years.Due to the safety management level of hazardous chemicals industry,supervision and other measures have not kept up in time.The rapid development rate has led to frequent occurrences of hazardous chemical accidents,resulting in property,loss of life and severe environmental damage.Learning from accidents can often effectively discover the rules of accidents and guide the formulation of accident prevention measures.The authors found through literature precipitation that the current research on hazardous chemical accidents in China mainly focuses on the following four aspects:(1)Statistics on the time,location,type of accident,etc.;(2)A detailed analysis of an accident using an accident cause model;(3)According to practical work experience,put forward preventive measures;(4)For a specific Analysis of types of hazardous chemical accidents(such as transportation links,liquid ammonia hazardous chemical accidents,etc.);in view of the current scholars’ research on hazardous chemical accidents mainly stays on the surface cause or local cause,and often deep The cause of hazardous chemicals accidents is the root cause of the continuous occurrence of hazardous chemical accidents.Therefore,this article aims to explore the barriers and the deepseated causes of the failure of hazardous chemical accidents through barrier models and cybernetic methods,so as to dig out the leading causes The chemical industry has repeatedly rectified the deep-rooted common causes of poor results,and put forward preventive measures.This paper selects 74 major hazardous chemical accidents from 2012 to 2017 to use the barrier model and cybernetics for detailed analysis.By analyzing the safety functions that need to be implemented in the prevention of hazardous chemical accidents,the major hazards are identified one by one.Chemical barriers cause the failure of the safety barrier on the path,and then use the basic theory of feedback-control in cybernetics to analyze the improper control of the barrier failure caused by each level.During space operations and welding operations,common failure barriers mainly include emergency rescue,supervision by the Safety Supervision Bureau,toxic and flammable gas detection,work monitoring,PPE,etc.The analysis of barrier failure causes found that the safety atmosphere of hazardous chemical companies is weak and employees lack training.The low level of education of employees and the high mobility,the abnormal communication between enterprises and contractor employees,and the slackness of daily government supervision are the root causes of the frequent occurrence of hazardous chemical accidents.Based on this,the author,from the country,The government and enterprises put forward corresponding suggestions from three angles. |
