Research On The Regional Joint Control Mechanism Of Road Safety Transportation Of Hazardous Chemicals

With the rapid development of China's economy,the chemical industry,which is the main industry among the whole national economy,has also developed rapidly.Consequently,the freight volume of hazardous chemicals is increased dramatically.Because of its convenience and reasonable price,road transportation is the main way for hazardous chemicals.However,in recent years,the accidents of road transport for dangerous chemicals have occurred frequently,which damage the people's lives and property.The supervision departments enhanced law enforcement and adopted video and GPS to monitor the dangerous chemicals vehicles,but it is far from the safety.There are several factors that affect safety,for example,information barriers among supervision departments,the lack of monitoring the real-time environmental status of dangerous chemical,etc.In this study,as to the road transport of hazardous chemicals,aiming at the problems of the information barriers among cross-regional and cross-sectoral supervision departments,a seamless regional joint control mechanism was established.It constructs a joint control organizational framework and establishes a mechanism of exchange and cooperation among various departments,which leads to eliminate the information barriers.Due to the lack of the safety evaluation methods,supervision system is short of corresponding evidence.This paper establishes a safety transportation capacity model,including employees,vehicle status,whole process supervision and safety supervision.The weight of each index is determined by using the fuzzy comprehensive evaluation method.Two level safety evaluation system was implemented.Based on RFID-WSN technology,the joint control platform can monitor the real-time environmental status of dangerous chemicals from production,transportation to final use,and position transport vehicles.Thanks to the safety joint control platform,the abilities of early warning and emergencies handling have been greatly improved,and the safety of road transportation of dangerous chemicals has been guaranteed.This research redesigns the regionalization management of the hazardous chemicals and establishes the whole process road supervision system.It also solves the problems of non-sharing of information,non-uniform supervision and the lack of whole process monitoring.It enriches studies of the safety management of road transportation of dangerous chemicals,and provides a reference for governments to formulate relevant management plans and policies.
