At present,the macro background of our country is to vigorously develop the economy and do a good job in the transformation and upgrading of the economic system.Therefore,Human activities are increasingly intensive in the eastern economic developed areas,and the construction length and density of various long-distance railways and pipelines are increasing.This kind of project has become one of the key points of economic construction.With the continuous improvement of people’s legal awareness,the following problems of land acquisition and demolition and relocation of the attachments on the ground are constantly emerging,and the interests of all parties concerned are constantly colliding in the process of negotiation and negotiation.All kinds of problems are not solved simply by implementing land compensation according to the standards.How to successfully complete the project construction The requisition of land and attached objects and properly handling the compensation of similar land use will not only test the existing compensation standards and the execution of the requisition,but also affect the credibility of the government and even the stability of the society.Taking A oil pipeline as a study case,this article uses interviews with landowners,land requisitioner,government executives,collective leaders of relevant villages,participation in land requisition coordination meetings,reading social stability questionnaires,telephone return visits and other ways to understand and elaborate the position starting point and demands of stakeholders in the process of land and attachments being requisitioned.This article constructs a discussion framework of three kinds of relations between the government,the owner,the land characteristics and the land requisitioner.It discusses the typical types of problems in the process of pipeline construction land requisition and ground attachments,and draws the conclusion that the process of problem solving is the process of income distribution and balance,and expounds various forms of compensation in the process of solving way,application,effect,etc.According to the results of various investigation methods,it is concluded that land compensation is the center of conflicts among stakeholders in land acquisition.Therefore,this article mainly provides some ideas for solving this kind of problems from the perspective of land compensation,expounds the compensation measures in the land compensation method and compensation amount,and fully describes various compensation measures and the effect of combined use.Furthermore,this article summarizes the experience,lessons and principles of compensation for similar long-distance projects in economically developed areas,and puts forward the prospect for solving similar problems in land acquisition effectively.
