Study On The Government Intervention Countermeasure Of Land Recycling In The Process Of Resource Industry Exit

the same time the accelerated development of urbanization,the demand for land increased,so the abandoned mine land management issues more and more attention.Due to the nature of the governance of abandoned mine land,the government should carry out the government function and play a guiding role in the process of governance.The main content of this paper is about how the government should deal with the recycling of abandoned mine land in the process of withdrawal of resource industry.Based on the theory of sustainable development,the theory of industrial structure optimization,the theory of optimal allocation of land resources,the theory of government regulation and the cooperation between government and social capital,this paper adopts the method of field investigation to summarize the advantages of the government in China.Waste land reuse,and then use the case analysis method,as well as the experience of different countries for horizontal comparison,combined with our national conditions,analysis of our government in the abandoned mine land management process intervention policy,the main research results include The following aspects:(1)The main problems in the process of land reuse in abandoned mines in China:due to the extensive environmental problems caused by the extensive mining methods in the past,the land ownership of abandoned mines is complex and can not recognize the responsibility of the abandoned mine land management;The main body of the development is mainly the government,there is no positive mobilization from the social forces involved;at the same time,the government's financial constraints,and companies are reluctant to invest in abandoned mine land management,so the lack of funds;the same time,The use of technology in the Germany began earlier,so the experience of waste mine governance was more abundant,and some achievements were achieved.The United States issued the "open-pit mining and land reclamation law",clear the responsibility of the remediation of abandoned mines,established a margin system;the United States also established a waste mine ecological restoration of the fund system;the establishment of the mining area ecological environment repair and repair deposit And the establishment of a strict standard of ecological and environmental remediation acceptance criteria system;established a mining license and mining ecological environment governance repair system,forcing the mining enterprises to fulfill the obligations of the mining area of the ecological environment.As well as a land worthy of our study.(3)Recommendations of governmentin the process of withdrawal of resourcesFirst of all,should strengthen the land reclamation and ecological reconstruction of the supporting policy-making,not only to the responsibility of the abandoned mine to define the main body,and from the financial,tax,low-interest loans and other aspects of the abandoned mine land management policy support.Second,we should increase financial support,expand financing channels,innovative financing.PPP model and development finance---government purchase service model can learn from the financing channels.Not only that,but also a unified planning,strict management,you can take land reclamation,mining parks and museums,the formation of specialized production services company,dig deep pad and fill the method of reclamation.Finally,to strengthen the technical research on the land use of abandoned mines,we must proceed from two aspects:to strengthen the land reclamation and ecological reconstruction of the discipline development and build land reclamation and ecological reconstruction of technological innovation platform.
